Job Summary

The State of Maine is seeking an experienced Senior Developer / Data Architect to serve as a subject-matter expert for Oracle technologies, database architecture, data modeling, and automated ETL processes. The role will focus on designing and implementing enterprise-class Oracle data repositories, developing automated ETL and database processes, supporting Oracle Analytics Cloud (OAC), and contributing to data modernization, migrations, and system expansions. The resource will work independently while collaborating with developers, analysts, DBAs, IT leadership, vendors, and MDOT business partners.

Key Responsibilities

  • Design and implement enterprise-class data repositories using Oracle on-premises and cloud-hosted databases.
  • Develop and maintain fully automated ETL processes using data from various flat-file and database sources.
  • Develop automated data refresh processes utilizing API calls.
  • Work with Oracle Analytics Cloud (OAC) and related Oracle technologies.
  • Develop complex SQL and PL/SQL procedures, functions, views, and scripts.
  • Perform dimensional modeling and develop scalable data models.
  • Design and work with tabular data models.
  • Translate complex business requirements into robust, performant, scalable, reliable, and expandable technical solutions.
  • Develop, monitor, maintain, and troubleshoot automated database processes.
  • Research and resolve database and technical issues.
  • Perform database management and maintenance activities.
  • Maintain disciplined process and error logging.
  • Create and maintain coding comments, system documentation, metadata, and architectural diagrams.
  • Independently research technical options and recommend solutions for evolving technical requirements.
  • Serve as a technical subject-matter expert and trusted advisor for Oracle technologies and data solutions.
  • Provide technical mentoring to both senior and junior IT staff.
  • Train team members on architectural diagrams, systems, processes, and technical solutions.
  • Collaborate with MDOT and MaineIT developers, analysts, DBAs, vendors, IT leadership, and business partners.
  • Support upcoming system migrations, system expansions, and data modernization initiatives.
  • Work independently toward project and assignment goals with limited day-to-day oversight.

Required Skills

  • Extensive experience with Oracle platforms and technologies.
  • Senior DBA-level experience designing and implementing enterprise Oracle data repositories.
  • Experience with Oracle on-premises and cloud-hosted databases.
  • Strong experience developing automated ETL processes from flat-file and database sources.
  • Experience using APIs for automated data refreshes.
  • Experience with Oracle Analytics Cloud (OAC).
  • Mastery of SQL and PL/SQL.
  • Strong ability to develop complex procedures, functions, views, and scripts.
  • Expertise in dimensional modeling.
  • Experience with tabular data models.
  • Strong data architecture, database design, and data modeling capabilities.
  • Ability to translate complex business requirements into technical solutions.
  • Strong troubleshooting, research, analytical, and problem-solving skills.
  • Experience with technical documentation, metadata creation, coding standards, and error/process logging.
  • Ability to develop architectural diagrams and system documentation.
  • Ability to work independently with limited supervision.
  • Strong communication and collaboration skills.
  • Ability to provide technical mentoring to IT staff.

Preferred Skills

  • Local, State, and/or Federal Government experience.
  • Proven experience serving as a technical mentor.
  • Experience supporting data modernization, system migration, and system expansion initiatives.
  • Experience working collaboratively with business partners, vendors, developers, analysts, DBAs, and IT leadership.
