Location: Remote with occasional visits to San Diego CA 92123 for meetings
Duration: 6 months contract to a possible hire (depending on the workload, budget & performance)

JOB DESCRIPTION SUMMARY:
The Program Manager is responsible leading strategic programs encompassing multiple projects across multiple teams, directing efforts of related projects to optimize the value created among them. This position works across projects and associated programs to address resource management, procurement planning, scheduling, and technical infrastructure. The Program Manager will work with project managers and supply chain members across projects to ensure needed materials are available and prevent excess inventory accumulation. The Program Manager works with project managers, IS leadership and vendors to facilitate agreement on standards, design appropriate implementation methodologies, and educate team members in how to coordinate deployments of these systems effectively, efficiently and consistently. In partnership with the Director, negotiates at the executive level to establish and refine priorities across assigned programs and projects where there are potential intersects. The Program Manager works across projects to strategically position them through timelines, value metrics, process design, and technology deployment to attain greater value than they could have as individual independently lead projects. Responsible for establishing standards, gaining synergy across teams within the program, program performance reporting and continuous improvement of program execution. Serve as a first escalation point for Project Managers engaged in projects within the assigned program(s) helping to resolve conflicts among projects. Guides and implements standards for program management practices across the division. Produces and maintains detailed dashboards for the program(s) providing critical milestones, status, performance indicators, and measures of adherence to standards over time.

Required Qualifications:
Master's Degree in MS in Computer Science, Business Administration, Health Care Administration, or related field; Or Bachelor's Degree in Computer Science, Business Administration, Health Care Administration or related field, and 2 years relevant experience may substitute for Master's degree.
8 Years experience with health care information systems that includes leadership responsibilities in conjunction with project management, systems analysis and/or
programming
2 Years recent experience in a health care system.
PMI Project Management Professional (PMP) - Various-Employee provides certificate -REQUIRED
Preferred Qualifications:
Lean Six Sigma and DFSS Certification - Various-Employee provides certificate -PREFERRED
PMI Program Management Professional (PgMP) - Project Management Institute -PREFERRED
Essential Functions:
Leadership
Directs the work of one or more strategic programs and their component projects.
Directs the work of project leaders regarding work performance and business operations on assigned programs/projects.
Serves on project and program level steering councils, ensuring coordination of tactical plans with the overall strategy and helping to align value measures with the work
of project teams.
Partnering with the Director and division leadership, develops and implements best-practice standards for the Information Systems Division regarding program and project
management tools and processes.
Provides mentoring, coaching and recommendations to project leaders.
Promotes effective communication and coordination across teams within programs and between programs and the overall portfolio of IS work.
Mentors staff and reviews the need for re or update training at least once annually and provides or coordinates training as required.
Provides input into performance evaluations of program and project team members.
Develops formal program plans for specifics strategic initiatives including technologies, budgets, value propositions, resource requirements, and timelines.
Works to align strategic and tactical IS plans, facility plans, and enterprise plans with assigned programs to optimize value, prevent schedule collisions, and make the best
use of limited resources.
Problem Analysis and Resolution
Performs thorough problem analysis and resolution processes within Information Systems accepted framework using sound judgment, initiative, professional discretion.
Conducts project health checks to evaluate potential risks to project/program success.
Develops and maintains up to date tracking dashboards across all areas of the program(s) including measures of status, performance, milestones, and adherence to
standards. Proactively looks for improvement opportunities taking the initiative to investigate possible solutions and take action or propose solutions where the scope of
the issue extends beyond the team.
Produces clear, concise, and thorough analysis of issues. Presents effectively in writing and verbally to all levels of management.
Contributes to overall PMO measurement processes leading improvement efforts in program areas.
Program Management
Ensures successful delivery of the program's overall objectives by directing, overseeing and mentoring the project managers of the program's component projects.
Provides reporting of program progress and performance ensuring each included project leader is providing appropriate, timely and accurate information.
Provides effective executive-level updates in both verbal and written formats.
Demonstrates consistent and effective application of Project and Program Management Techniques.
Leads the development of and manages the attainment of program goals and objectives. Helps Project Managers design value propositions to enable or create desired
process changes and take advantage of the changing technology environment to give greater capabilities to IS customers. Ideally related projects are designed to build or
complement one another creating greater value then they could have achieved individually.
Directs the development and implementation of an overall Program Management Plan.
Facilitates the integration and coordination of the various component project teams' efforts in order to meet program objectives.
Successfully manages interactions with stakeholders, including senior executives.

Ability to effectively direct highly experienced professionals in multiple disciplines without direct reporting relationships. Expert knowledge of project and program management principles and methodologies as demonstrated through experience, past success, and professional certification(s). Advanced knowledge of the healthcare industry, regulatory requirements (e.g., JCAHO), and requirements as it relates to information security and privacy (e.g., HIPAA). For infrastructure programs/projects: advanced knowledge of design/construction process, architectural and engineering design processes, cost estimating, and OSHPD requirements. For application programs/projects: knowledge of business process documentation, process redesign, software development lifecycles, and systems integration.
Advanced knowledge of IS principles and practices including the ability to evaluate solutions by interpreting functional requirements and relate them to system capabilities and technical specifications. Skilled at contract development to ensure business needs are met within the desired time and budget. Demonstrated success using process improvement methodologies and tools (e.g., Six Sigma). Skilled in the use of program and project management tools, such as Microsoft Project, Word, Excel, Visio, PowerPoint, SharePoint, etc. Skilled at coaching others in the effective and efficient use of these tools.
