Project Manager – Water/Wastewater Capital Projects
Position Overview
We are seeking an experienced Project Manager to lead the planning, execution, and delivery of water and wastewater capital improvement projects. This role is responsible for managing projects throughout their entire lifecycle, from initial planning and design through construction, commissioning, and closeout. The ideal candidate has a strong background in utility infrastructure, capital project management, consultant coordination, permitting, and construction oversight.
This is a hybrid position based in Glendale, Arizona, with travel throughout Arizona as needed. A company pool vehicle is available for project-related travel.
Key Responsibilities
Manage multiple water and wastewater capital improvement projects from planning through project closeout.
Develop and maintain project scopes, schedules, budgets, forecasts, and overall project execution plans.
Oversee engineering consultants and ensure project deliverables meet quality, regulatory, and operational requirements.
Review engineering plans, specifications, and technical documentation for constructability and compliance.
Coordinate permitting activities with municipal, environmental, and regulatory agencies.
Monitor project budgets ranging from approximately $1 million to $5 million or more while maintaining cost controls and accurate financial forecasting.
Track project schedules using Primavera P6, Microsoft Project, or similar scheduling software.
Support construction activities by coordinating with contractors, field personnel, operations teams, and engineering staff.
Manage contractor performance, monitor project progress, resolve issues, and ensure projects remain on schedule and within budget.
Review invoices, manage project reporting, and provide regular updates to leadership and stakeholders.
Collaborate closely with operations, engineering, consultants, contractors, and regulatory agencies to ensure successful project delivery.
Identify project risks and develop mitigation strategies to minimize schedule, budget, and operational impacts.
Ensure projects comply with applicable safety, environmental, and quality standards.

Required Qualifications
Minimum of 5 years of project management experience managing capital infrastructure projects.
Experience within the utility industry, specifically water or wastewater systems.
Proven experience managing projects from initiation through construction and closeout.
Experience managing project budgets, financial forecasting, and cost control.
Strong knowledge of engineering design review, consultant management, and construction coordination.
Experience coordinating permitting activities with utility, municipal, environmental, or construction agencies.
Experience managing contractors and supporting field construction activities.
Proficiency using Primavera P6, Microsoft Project, or similar project scheduling software.
Strong communication, organizational, and stakeholder management skills.
Preferred Qualifications
Professional Engineer (PE) license.
Bachelor''''''''s degree in Engineering, Construction Management, or a related technical field.
Previous experience with consulting engineering firms.
Additional experience managing large-scale municipal utility infrastructure projects.
Compensation & Benefits
Base salary: $111,000–$139,000
Annual performance bonus opportunity (10%)
