o Candidate should have strong Public Sector Financial Reporting experience, including:
o Resources to provide general accounting support
• Review and approval of submitted journal entries and supporting documentation to ensure alignment to standards
• Resource should be experienced in supporting and processing monthly, quarterly, and year-end close activities/entries
• Resources should be versed in close reporting, statement production, and entry analysis
• Skilled and knowledgeable in account analysis and reconciliations
o Review of and approval of reconciliations, including supporting documentation as well as review of reconciling items for appropriateness
o Familiarity in the preparation and analysis of the ACFR
• Primary function of position is the production of the ACFR and related notes, artifacts and exhibits, including the Letter of Transmittal
• Working with, educating and guiding staff members in the compilation of results for the ACFR
o Experience writing MD&A’s and supporting documentation
o Candidate must be proficient in performing technical accounting research and providing recommendations for reporting and analysis
• Provide support for audits and financial reviews, including cataloging documents, organizing and compiling responses to requests from auditors or regulatory agencies in performance of their audits and reviews.
o Resource should be well versed in GASB pronouncements to provide proper guidance on implementing and adhering to applicable GASB pronouncements.
• Resource should have working experience in implementing and advising on the following pronouncements
o GASB 87 – Lease Accounting
o GASB 96 – Subscription Based IT Arrangements
o GASB 94 – Public/Private Partnerships and Availability Payment Arrangements
o GASB 101 – Compensated Absences
o GASB 103 – Financial Reporting Model Improvements
o GASB 104 – Capital Asset Disclosure
• Resources to support all aspects of the preparation of the Annual Comprehensive Financial Report (ACFR)
Qualifications:
Requires an undergraduate degree and a minimum of 5 years of relevant experience and a CPA, CGFM or CMA.
Minimum of 2 years’ experience at a manager level related to engagements for the public and/or private sector, Federal, State or Local governments or in another specialized area as defined by a task order.
Minimum of 2 years’ experience with the preparation of the Annual Comprehensive Financial Report and GAAP implementations.
