Summary

Job Title : Sr. Technical PM (JIRA SME / Release Manager)

Location : 100% Remote

Duration : Long-term contract

Domain exp : State govt / Education

This is a remote role and part of a live, in-flight project with strict legislative deadlines. We are specifically looking for hands-on, execution-focused professionals not overly senior/executive profile. The ideal candidate should be a strong team player who can work at the ground level and drive delivery immediately.

Project Timeline (Critical)

Soft Launch: June 25
Hard Launch: June 29
Final Deadline: July 1 (Non-negotiable legislative)
Secondary Release: Aug 25 29

Team Structure

3 5 Developers
Development Manager
Business Analyst
Product Owner (Senior Stakeholder)
PMO / Leadership

Key Responsibilities:

Own end-to-end delivery of a portal-based application
Lead Agile/Scrum + SDLC hybrid execution
Manage JIRA boards, sprints, dashboards, and reporting (JIRA SME required)
Drive stakeholder communication (both executive and operational)
Handle risks, escalations, and cross-team coordination
Ensure delivery aligns with state compliance and legislative timelines

Mandatory Requirements

10+ years of Technical Project Management experience (not overly senior profiles)
Strong background in software development projects
Hands-on expertise with:

JIRA (must-have / SME level)
Agile/Scrum + SDLC

Experience managing cross-functional teams
State government experience (required)

Preferred

Education / public sector project experience
Portal or citizen-facing applications
Experience working under strict legislative deadlines

Work Environment

Fast-paced, high-visibility project
Tight timelines with executive oversight
Requires strong ownership, communication, and execution mindset
