The Seattle Department of Transportation (SDOT) is looking for a collaborative, systems-focused Senior Data and Procurement Analyst to help us keep our core procurement and financial tools running smoothly. In this role, you'll apply advanced expertise in PeopleSoft 9.2, the Citywide Contract Management System (CCMS), and related reporting tools. You'll work closely with the Data and Procurement Supervisor and lead efforts to improve system functionality, streamline reporting, and ensure our workflows stay aligned with citywide policies and standards.

We're seeking someone who understands purchasing operations inside and out. You'll create and adjust PeopleSoft purchase orders, troubleshoot complex encumbrance issues, support consultant and public works contracts, and guide teams through major financial activities like year-end processing. You'll also coordinate procurement efforts, develop policies and procedures, and train staff across SDOT to strengthen system use and operational readiness. Strong analytical skills, comfort with technical problem solving, and the ability to work both independently and across teams are essential. Your work will directly support SDOT's mission by improving procurement reliability, ensuring timely vendor payments, and enabling data-driven decisions that advance equity, WMBE goals, and overall departmental efficiency.

Job Responsibilities

  • Leads SDOT-wide purchasing activities: Advise staff, provide training, and assist with consultants and public works contract payment processes and purchase orders.
  • Coordinates procurement efforts: Support the development of blanket contract requests and large procurement efforts.
  • Manages and Troubleshoots Invoice and PO Issues: In PS 9.2 creates, adjusts, and troubleshoots Purchase Orders (PO) for Consultant Contracts, Public Works, and Purchasing invoices.
  • Enhance CCMS and other system features: Conduct user testing, troubleshoot issues, and develop dashboards and reports using Power BI. Develop power automate flows to update reports and data flow.
  • Perform complex data analysis: Use tools like Excel and Tableau to create performance reports and insights.
  • Provide customer and technical support: Serve as the primary resource for procurement systems and data processes.
  • Develop process documentation: Maintain workflows and system improvements, including Power BI dashboards.
  • Implement process improvements: Track union notification requirements and support compliance.
  • Support Department spending goals: Develop work plans and goals, supporting equity goals through accurate reporting on WMBE and social justice objectives.
  • Maintain SharePoint sites: Update and maintain SharePoint sites, ensure documents and information presented is accurate and updated.

Qualifications
Education:
  • Bachelor's degree in business or public administration, finance, computer science, data science or a related field.

Experience:
  • Three (3) years of previous experience with complex systems, operations, procedures, research or analysis.

OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.

Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:
  • One year of government procurement experience
  • Experience with PeopleSoft 9.2 or other Oracle or financial systems.
  • Advanced proficiency in using Excel, Access, SharePoint, Power BI, or other analytical software.
  • Familiarity and/or experience with data cubes, Power Automate, Power BI, and Adobe Sign.
  • Lean certification and/or knowledge about leaning systems and procedures out.
  • High level of customer service experience.
  • Excellent written and oral communication skills.
  • Ability to work independently while keeping supervisors informed of progress and issues.
  • Ability to be flexible and adaptable to changing work conditions and priorities.
  • Attention to detail and accuracy with excellent analytical and problem-solving skills.
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base.

Other Requirements:
Work Environment:
  • Work is typically performed in a hybrid work environment in which a minimum of 3 days of work is completed in a City office, and 2 days of work is completed remotely in a regular 40-hour work week.
