The PM will be responsible for ensuring successful delivery of all contractual, technical, and operational objectives in a dynamic, mission-driven environment.

This role requires a proactive leader with strong decision-making authority, technical expertise, and business acumen to effectively address Government issues, concerns, and priorities. Essential Job Duties:

  • Ensure quality assurance.
  • Assign tasks to contractor personnel and supervise ongoing technical efforts.
  • Manage overall task order performance, including technical and business processes.
  • Act as the primary point of contact for the Government, addressing issues, concerns, and comments.
  • Proactively alert the Government to potential contractual, programmatic, and resource limitations.
  • Lead execution of all task order requirements, ensuring alignment with USSOCOM J39 priorities, operational objectives, and mission outcomes.
  • Oversee integrated program management functions, including cost, schedule, performance, risk, and resource management.
  • Establish and enforce quality control (QC) and quality assurance (QA) processes across all deliverables and functional areas.
  • Coordinate across multidisciplinary teams (e.g., analysts, planners, creatives, and technical staff) to ensure synchronized delivery of capabilities.
  • Develop and maintain program management artifacts, including project plans, schedules, status reports, risk registers, and performance metrics.
  • Ensure compliance with contract requirements, security protocols, OPSEC, and applicable DoD policies and procedures.
  • Lead regular program reviews, status meetings, and executive briefings with Government stakeholders.
  • Manage staffing, surge support, and resource allocation to meet evolving mission requirements and priorities.
  • Drive continuous process improvement and implement best practices in program and project management.

Qualifications

  • Possess a current Top Secret (TS) clearance with eligibility for Sensitive Compartmented Information (SCI).
  • Minimum of three years' experience (within the last seven years) directly supporting projects requiring working knowledge of J39 operations, issuances, and policies.
  • Hold a Project Management Institute (PMI) Program Management Professional (PgMP) or Project Management Professional (PMP) certification.
  • Excellent written and oral communication, research, and management skills.
  • Expert ability to manage personnel, requirements, and coordination of projects.
  • Demonstrated experience managing complex federal or DoD contracts/task orders, preferably within USSOCOM or similar operational environments.
  • Proven ability to manage cross-functional teams in high-tempo, mission-driven environments.
  • Experience serving as the primary Government interface, including responding to data calls, taskers, and leadership inquiries.
  • Strong understanding of program management disciplines (cost, schedule, performance, and risk management).
  • Ability to operate effectively within classified environments and manage sensitive programs.

Preferred Qualifications:
  • Minimum of ten years' experience directly supporting projects requiring working knowledge of J39 operations, issuances, and policies.
  • Experience supporting information operations (IO), psychological operations (PSYOP), or strategic communications programs.
  • Familiarity with intelligence organizational structure, Combatant Command processes, and Joint Staff coordination.
  • Experience managing IDIQ task orders or multi-functional support contracts.
  • Knowledge of performance metrics, assessment frameworks, and data-driven program management approaches.
  • Experience supporting distributed or geographically dispersed teams, including CONUS and OCONUS personnel.
  • Prior experience leading programs that support senior leaders (GO/FO/SES) and high-visibility mission requirements.
