General Statement of DutiesPrimary responsibilities for the day-to-day and strategic management of the staff and resources in at least one assigned functional area in the County's centralized IT Department (e.g. Application Developers, Database Analysts, GIS Analysts, Help Desk Specialists, Network/Telecommunications Administrators, Systems Administrators, Systems Developers); management of one or more project (limited life with begin/end) or special technology (e.g. low voltage, microwave, etc.) teams as assigned; performs related work as assigned.
Essential Duties
Henrico County's Information Technology Department maintains an enterprise-size LAN/WAN and wireless networks, which include over 70 sites and 6000+ endpoints. This position leads the daily operations and strategic direction of the Network Administration team within Henrico County's centralized IT department. This role serves as a hands-on supervisor, responsible for workload coordination, technical leadership, mentoring, and performance management of staff supporting the County's network environment. The manager ensures stable, secure, and well-documented network services while driving continuous improvement, standardization, and operational excellence.
Leadership & Team Management- Directly supervises four Network Engineers, providing coaching, workload management, and performance evaluations.
- Maintains staffing schedules, assigns tasks, manages priorities, and ensures team alignment with departmental goals.
- Fosters a collaborative, supportive, and accountable team environment.
- Coordinates with other IT teams, County departments, and external partners to deliver cross-functional technical initiatives.
Budgetary Planning & Vendor Management- Leads annual and multi-year budget planning, forecasting, and expenditure projections for systems, hardware lifecycles, licensing, cloud services, and maintenance contracts.
- Develops and maintains budget models to support infrastructure growth, modernization, and operational stability.
- Manages vendor relationships, evaluates solutions, and oversees hardware and software procurement.
- Solicits, reviews, and compares vendor quotations for enterprise solutions, ensuring competitive pricing and alignment with technical requirements.
- Responsible for WAN circuit management, ordering, installations, and terminations.
Hands-On Technical Responsibilities- Serves as a senior technical resource and hands-on working manager for enterprise networking, with working knowledge and oversight in the following areas:
- Design, implement, and maintain enterprise network infrastructure, including routers, switches, firewalls, wireless access points, VPNs, and related hardware/software.
- Oversee daily LAN/WAN network operations, performance monitoring, and optimization to ensure high availability, reliability, and security of the network environment.
- Troubleshoot complex networking issues, perform root-cause analysis, and coordinate incident response to minimize downtime.
- Develop and execute network upgrade, expansion, and modernization projects, including capacity planning and technology evaluations.
- Enforce network security policies, implement best practices, and ensure compliance with organizational standards, regulatory requirements, and industry frameworks.
- Create and maintain comprehensive network documentation, diagrams, procedures, and knowledge base articles.
- Collaborate with IT leadership, security teams, and business units to align network strategy with organizational goals and project requirements.
- Monitor network performance metrics, generate reports, and recommend improvements to enhance efficiency and reduce costs.
- Provide after-hours support for critical incidents as needed.
- Conduct regular team meetings, technical training sessions, and knowledge sharing activities to build team capability.
- Proactively reduce risk exposure from outages, configuration drift, and deferred maintenance
Collaboration & Communication- Communicates technical plans and issues clearly to both technical and non-technical audiences.
- Builds strong relationships with County departments, vendors, and IT partners.
- Ensures the team meets service expectations through consistent, professional interactions and timely issue resolution.
Additional Information
Preferred/Desired Qualifications- Prior management experience over networking, systems administration, data center, or infrastructure teams
- Progressively responsible experience in systems administration, systems engineering, data center operations, or related areas
- Strong understanding of Cisco networking technologies to include routing/switching, Cisco IOS/NX-OS, Wireless LAN controllers and access points.
- Experience with Cisco Meraki platform, including Meraki dashboard
- Knowledge of automation and scripting (Python, Ansible, Cisco DNA Center, Meraki APIs)
- Knowledge of enterprise networks, identity and access management, endpoint systems, and operations security
- Familiarity with additional Cisco technologies - Umbrella, Duo, ISE
- Exceptional communication, documentation, organizational, and project management skills
- Strong leadership and team development skills with the ability to mentor junior engineers
- Excellent problem solving and troubleshooting abilities under pressure
- Ability to balance strategic planning with hands-on technical execution
- High degree of ownership and accountability
Must be able to safely perform the physical aspects of field work, including working on ladders and elevated surfaces, entering and moving within tight or confined spaces, kneeling, crouching, bending, and reaching for equipment access, lifting and carrying up to 45 lbs, and standing, walking, and performing manual tasks for extended periods.
Requires a valid driver's license to support Countywide IT operations
May require technical certifications relevant to functional responsibilities
Salary commensurate with experience and not to exceed $110,564.Minimum RequirementsFour (4) year degree in a relevant Information Technology field preferred, and six (6) years of progressively responsible experience relevant to assigned IT functional area(s), including some prior supervisory experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
