Summary

Position: Senior PM - Enterprise Business Risk and Controls
Location: McLean, Virginia
Duration: Contract
Job ID: 178986

Job Overview:
We are seeking a seasoned Senior Project Manager (Contractor) to support the Enterprise Business Risk and Controls team (EBRC). This role will work closely with key stakeholders to provide structure, coordination, and execution support across two major areas of focus. The first area involves project management support for optimizing enterprise-wide controls, including driving coordination, tracking progress, and improving alignment across divisions. The second area focuses on enhancing change governance for the first line, driving a more efficient, principles-based approach while supporting process improvement, documentation, stakeholder alignment, and change management.

The selected candidate will play a key role in bringing structure and momentum to both efforts by facilitating working sessions, documenting process flows, tracking milestones and metrics, and driving alignment across stakeholders. This role requires a strong project management foundation, experience with process improvement and change management, and the ability to operate effectively in a complex, cross-functional environment.

Responsibilities:
  • Support planning, coordination, and execution of both efforts.
  • Drive project management activities, including work plans, timelines, milestones, risks, issues, and dependencies.
  • Facilitate stakeholder discussions to gather input and drive alignment.
  • Monitor and report on the status of each workstream.
  • Develop reporting materials and executive-ready communications to provide visibility into progress and key decisions.
  • Document process flows, governance models, roles, responsibilities, and decision points as needed.
  • Identify opportunities to reduce inefficiencies and redundancies and help drive improvements.
  • Track milestones, action items, decisions, and metrics associated with the process revamp.
  • Help drive rollout and implementation of initiatives.

Qualifications:
  • 5+ years of related program and/or project management experience.
  • Bachelor's degree or equivalent relevant experience.
  • Experience building and maintaining program infrastructure, including program governance, operating models, planning, schedule management, risk and issue management, and reporting frameworks.
  • Proven ability to manage large-scale, cross-functional initiatives involving multiple stakeholders and dependencies.
  • Excellent interpersonal skills with the ability to communicate across all levels of the organization, including executive leadership.
  • Strong analytical and problem-solving skills with the ability to identify risks and develop solutions.
  • Exceptional organization, collaboration, and documentation skills.
  • Detail-oriented with respect to tracking, reporting, and communication.
  • Strong leadership presence, with the ability to influence without direct authority and drive alignment across teams.

Preferred Skills:
  • Excellent verbal and written communication skills, with the ability to tailor messaging to different stakeholder audiences.
  • Strong facilitation skills with the ability to lead focused working sessions and navigate complex stakeholder dynamics.
  • Experience supporting management, process improvement, and governance-related initiatives.
  • Strong project management skills, including planning, tracking, reporting, and coordination across multiple stakeholders.
  • Ability to bring structure and clarity to ambiguous or evolving environments.
  • Experience supporting risk management, controls, governance, or regulatory remediation initiatives.
  • Familiarity with first line/second line operating models and enterprise risk frameworks.
  • Experience documenting process flows and supporting governance process redesign.
  • Experience working in financial services or a highly regulated environment.
  • PMP or equivalent project/program management certification preferred.
  • Strong preference for work experience with the GSEs (Freddie Mac or Fannie Mae).
