Role: Technical Delivery Manager (DB & Server Operations)
Location: Central New Jersey (On-Site)
Duration: Long Term Contract
Job Description:
- We are seeking a seasoned Technical Delivery Manager to lead Oracle & SQL DBA and server operations in a 24x7 production support environment.
- The role requires strong expertise in Oracle and SQL Server database administration, production operations, SLA governance, and stakeholder/client management.
- The ideal candidate must have experience delivering in Healthcare & Life Sciences programs and demonstrate a practical understanding of GxP/CSV/CSA expectations, audit readiness, and data integrity practices.
Required Skills & Qualifications:
Technical (Must Have)
- 15+ years of overall IT experience with strong hands-on background in:
- Oracle DBA (installation, patching, upgrades, backup/recovery, HA/DR)
- SQL Server DBA (HA/DR, backup/recovery, performance tuning, maintenance)
- Strong understanding of Linux/Unix and Windows server operations.
- Proven experience managing production environments and 24x7 support operations.
- Strong knowledge of:
- Performance tuning, capacity planning, monitoring, troubleshooting, and root cause analysis
- ITSM processes (Incident/Problem/Change), major incident management
Domain & Compliance (Must Have)
- Experience supporting Healthcare / Life Sciences applications and environments.
- Working knowledge of GxP concepts and compliance expectations (audit readiness, change control discipline).
Delivery / Leadership (Must Have)
- Demonstrated ability to manage SLAs, service reviews, stakeholder updates, and escalations.
- Excellent communication skills (written and verbal) and client-facing maturity.
Key Responsibilities:
- A) Delivery & Operations Leadership (24x7)
- Own end-to-end service delivery for 24x7 production support (DB + server operations), ensuring SLA/OLA adherence and predictable operations.
- Drive incident, problem, change, and service request management, ensuring timely resolution and reduction in repeat issues.
- Establish and enforce runbooks, SOPs, on-call rotations, escalation matrices, and shift governance.
- Lead Major Incident (MI) management: triage, coordination, stakeholder updates, RCA, and corrective/preventive actions (CAPA).
- Manage service continuity and resilience plans: backup, DR drills, failover testing, and operational readiness.
- B) Database & Infrastructure Oversight (Oracle + SQL Server)
- Provide technical leadership for:
- Oracle DBA operations (11g/12c/19c preferred)
- SQL Server DBA operations (2016/2019/2022 preferred)
- Oversee performance tuning and capacity planning:
- Query tuning, index strategy, workload optimization, and resource utilization analysis
- Ensure robust backup and recovery processes:
- RMAN, SQL backup strategies, archival policies, and restoration testing
- Ensure HA/DR configuration and operations:
- Oracle RAC/Data Guard/ASM (as applicable)
- SQL Server Always On / clustering / replication (as applicable)
- Monitor environments using standard tools (OEM, native monitoring, APM/ITSM integrations) and implement proactive alerting.
- C) Client & Stakeholder Management
- Act as the primary interface for customer stakeholders for operations delivery:
- Weekly/monthly reviews, service reporting, CSAT improvements, and escalation handling
- Translate business needs into operational improvements and measurable outcomes.
- Build trust with client leadership by ensuring transparency, predictability, and continuous improvement.
- D) GxP / Compliance (Healthcare & Life Sciences)
- Support systems operating in regulated environments (GxP / Part 11 aligned).
- Ensure operational processes align with compliance expectations:
- Change control discipline, access control, audit trails, incident documentation quality
- Coordinate with Quality/Validation/Compliance teams for:
- Audit support, evidence collection, SOP adherence, validation documentation (where applicable)
- Promote data integrity practices (ALCOA+) and ensure procedural adherence in operations.
- E) Continuous Improvement & Automation
- Drive continuous improvement initiatives:
- Reduce MTTR, improve availability, reduce ticket volume, improve monitoring coverage
- Identify automation opportunities (scripts/standard tooling) to improve reliability and reduce manual effort.
- Implement best practices for operational maturity (ITIL-aligned practices preferred).
- F) People & Vendor Management
- Lead and mentor a team of DBAs/engineers across shifts (onshore/offshore as applicable).
- Conduct performance management, training plans, capability building, and succession planning.
- Manage vendor/partner coordination where required.
