Overview

We are seeking an experienced Cloud Architect / Technical Project Manager to support a federal government contract focused on public health related data systems and enterprise cloud modernization. This role requires a strong technical foundation in cloud architecture and systems engineering, in addition to proven project management experience.

The ideal candidate will actively contribute to cloud solution design, technical decision-making, and architectural oversight, while also managing project execution. This position is not a PM-only role; candidates must demonstrate hands-on technical expertise in cloud platforms and system modernization within regulated healthcare or life sciences environments.


Key Responsibilities

  • Lead the technical architecture, planning, and delivery of enterprise cloud applications and data platforms.
  • Design, review, and guide implementation of cloud solutions across AWS, Azure, and/or Google Cloud environments.
  • Serve as a technical liaison between engineering teams, government stakeholders, and business users.
  • Translate business and regulatory requirements into scalable, secure cloud architectures.
  • Develop and maintain technical documentation, including architecture diagrams, system designs, and implementation roadmaps.
  • Manage project schedules, milestones, risks, and dependencies while ensuring technical quality.
  • Support system modernization, data integration, and cloud migration initiatives.
  • Ensure compliance with government, healthcare, and data governance standards.
  • Facilitate technical reviews, status briefings, and stakeholder meetings.
  • Support Agile or hybrid delivery models, working closely with developers, data engineers, and security teams.

Required Qualifications

  • Extensive hands-on experience delivering cloud solutions in AWS, Azure, and/or Google Cloud (architecture and implementation, not just oversight).
  • Demonstrated experience combining technical leadership with project management responsibilities.
  • Experience supporting public health, pharmaceutical, life sciences, or healthcare data systems.
  • Strong understanding of healthcare systems, regulatory environments, and data management practices.
  • Experience working in Agile or hybrid delivery environments.
  • Bachelor s degree in Computer Science, Information Systems, Public Health, Engineering, or a related field.
  • Strong analytical, problem-solving, and technical communication skills.
  • Proficiency with project management and collaboration tools (e.g., MS Project, Jira, Confluence, Trello).
  • (required for government contract eligibility).
  • Ability to pass a federal background investigation.

Preferred Qualifications

  • Cloud architecture certifications (e.g., AWS Solutions Architect, Azure Solutions Architect Expert).
  • PMP, CSM, PMI-ACP, or similar project management certifications.
  • Experience working with HHS agencies (e.g., FDA, NIH, CMS, HRSA, CDC).
  • Familiarity with data visualization and reporting tools (e.g., Tableau, Power BI).
  • Experience supporting AI/ML-enabled systems or data analytics platforms.
