Description of Work
The North Carolina Department of Transportation is seeking a dedicated and knowledgeable Senior Assistant Resident Engineer to support the Clinton Construction Unit in Division 3. This position plays a critical role in the administration and engineering oversight of major highway construction projects. The Senior Assistant Resident Engineer provides intermediate level engineering support to higher level engineers, ensuring that complex and large scale construction and maintenance projects comply with NCDOT standards, specifications, safety regulations, and contract requirements.

This role is responsible for administering highway construction contracts, anticipating and resolving project issues, preparing and verifying project estimates, and ensuring that all contract documentation is accurate and complete. The position monitors expenditures on multimillion dollar projects, reviews contractor requests, coordinates with internal and external stakeholders, and prepares a wide range of project correspondence. The Senior Assistant Resident Engineer serves as a resource for staff and contractor personnel, offering guidance on contract interpretation and technical engineering matters.

The position also oversees project management for large or high profile construction projects, which may include significant night and weekend operations. Responsibilities include ensuring compliance with safety regulations, overseeing erosion control practices, coordinating utility relocations, interpreting design plans, resolving constructability issues, and monitoring contractor performance. Daily review of operations and materials testing helps ensure conformity with contract standards, while collaboration with municipalities, utility owners, and environmental personnel supports the successful completion of the work.

Supervision and leadership are also key components of the role. The Senior Assistant Resident Engineer manages and supports up to 30 technicians, ensuring adequate staffing for all phases of inspection and engineering control. The position oversees performance evaluation, training, coaching, career development, and compliance with departmental policies. It may also oversee consultant engineering and inspection services when necessary and is responsible for approving work time and maintaining documentation through departmental systems.

This position interacts frequently with the public, contractors, local governments, and other NCDOT units. It provides timely responses to inquiries regarding project impacts, traffic changes, and construction activities, supporting transparency and public awareness.

The role requires thorough knowledge of engineering concepts and practices, strong project management capabilities, sound analytical and decision making skills, and the ability to communicate complex engineering information clearly. Strong leadership, organizational management, and the ability to negotiate and interpret engineering information are essential. Management prefers applicants with the ability to legally operate a motor vehicle and maintain a valid driver's license to support business related travel to job sites, meetings, and field inspections.
