We are seeking a Release Train Engineer (RTE) to join our team and support our clients in the Washington DC-Baltimore area. The ideal candidate will be responsible for providing design recommendations based on long-term IT organization strategy and viewed both internally and externally as a technical expert and critical technical resource across multiple disciplines.

*This position is contingent upon contract award.

Essential Duties and Responsibilities:

  • Lead end-to-end planning, preparation, and execution of Program Increment (PI) Planning events in alignment with CMS SAFe requirements
  • Coordinate with Product Management, System Architect, and stakeholders to ensure well-defined, prioritized, and ready backlogs prior to PI Planning
  • Facilitate PI Planning sessions (in-person or virtual), ensuring:
    • Clear articulation of business objectives
    • Team alignment on scope, dependencies, and risks
    • Development of committed PI objectives
  • Consolidate and communicate PI outcomes to CMS leadership and stakeholders
  • Coordinate execution across multiple Agile teams within the ART to ensure alignment with PI objectives and delivery timelines
  • Monitor progress against PI commitments, identifying and addressing schedule risks, scope changes, and delivery challenges
  • Facilitate ART-level synchronization through:
    • Scrum of Scrums
    • ART Sync meetings
    • Cross-team coordination sessions
  • Ensure alignment across Development, DevOps, Security, and Operations teams for integrated delivery
  • Support parallel development and release cycles across multiple system components
  • Facilitate all ART-level SAFe ceremonies, including:
    • PI Planning
    • System Demos
    • Inspect & Adapt workshops
    • ART Sync meetings
  • Serve as the primary coordination point between Agile teams, CMS stakeholders, and external partners
  • Facilitate communication across technical and non-technical stakeholders to ensure shared understanding of priorities and progress

Work Experience and Job Skills:

  • Minimum 10 years of experience in Agile project/program management roles
  • Minimum 5 years'' operating in SAFe Agile environments, supporting large-scale Agile Release Trains (ARTs)
  • Demonstrated experience facilitating Program Increment (PI) Planning events for large teams (50+ resources across multiple teams)
  • Proven experience coordinating delivery across multiple Agile teams with complex dependencies
  • Demonstrated experience tracking and reporting program-level metrics (velocity, predictability, burn-down/up, etc.)
  • Experience identifying and resolving cross-team risks, impediments, and dependencies
  • Strong experience coaching teams and leadership in SAFe principles and Agile best practices
  • Experience supporting federal programs or highly regulated environments preferred
  • SAFe Release Train Engineer (RTE) or SAFe Program Consultant (SPC) certification required
  • Strong facilitation, communication, and stakeholder management skills across technical and non-technical audiences
  • Enthusiastic, proactive, positive attitude and high integrity.
  • Excellent organizational skills, strong attention to detail and ability to effectively manage architectures supporting multiple users.
  • Strong desire to mentor, coach team members while providing oversight for all aspects of relevant programs.
  • Ability to think and act strategically and proactively approach projects and issues.
  • Able to work under pressure and to be flexible with changing priorities.
  • Able to find innovative ways to solve problems.
  • A genuine interest in looking for opportunities to add value and grow your area of responsibility.

Education:

  • Bachelor''s degree in Information Technology, Business, Engineering, or related field is required.

Certificates, Licenses and Registrations:

  • SAFe Release Train Engineer (RTE) or SAFe Program Consultant (SPC) certification is required

Communication Skills:

  • Strong writing, listening and presentation skills.
  • Solid ability to interface, inspire and motivate at various levels of the organization.
  • Experience communicating effectively across internal and external organizations.

Travel:

  • This position is primarily remote with occasional on-site meetings in the Washington DC - Baltimore Area

Environmental Requirements:

  • Mainly sedentary; in an office environment.
  • May be required to lift to ten (10) pounds.
  • Flexible in working extended hours.
