Program Analyst Senior (Scrum Master) - Agile Delivery Lead

Description:
Seeking a highly motivated and self-directed Program Analyst Senior to serve as Scrum Master / Agile Delivery Lead supporting VFMP modernization teams. This role will facilitate Agile ceremonies, manage delivery health, remove impediments, and ensure alignment between team execution and VFMP portfolio priorities. The ideal candidate is an excellent facilitator and communicator who can operate effectively in hybrid governance environments and drive continuous improvement.
This position is contingent upon contract award.
Job Responsibilities:
Facilitate Agile ceremonies (iteration/sprint planning, daily standups, backlog refinement, reviews, retrospectives).
Coach team members on Agile best practices and support maturation of Agile delivery discipline.
Partner with Product Owners/Government leads to ensure backlog readiness, story clarity, and acceptance criteria quality.
Track and report delivery metrics (velocity, throughput, burndown/burnup, predictability) and highlight risks to milestones.
Remove impediments and escalate blockers; coordinate cross-team dependency resolution.
Support release planning and readiness activities; ensure alignment with portfolio schedules and governance needs.
Maintain team working agreements and promote continuous improvement
Required Skills:
Strong Scrum facilitation, team coaching, and conflict resolution capabilities.
Proficiency with Agile toolsets (e.g., JIRA/Confluence or equivalent).
Strong written and verbal communication skills
Must be able to obtain and maintain a Public Trust Security clearance.
Desired Skills and Experience:
Experience supporting healthcare operations modernization and/or federal environments.
Familiarity with SAFe or scaled delivery models
Education and Experience:
Bachelor's degree (or equivalent experience).
5+ years relevant experience; 2+ years Scrum Master experience preferred.
Preferred: CSM/SAFe Scrum Master (or equivalent) certification
