Summary:
This position is responsible for the management of the client''s Intelligent Transportation Systems (ITS) program, including oversight throughout planning, design, procurement, construction, technical integration, and operation. Responsibilities include the establishment of ITS program goals and objectives, the development and monitoring of program budgets, the recruitment and continued oversight of program personnel, the ongoing coordination of multi-disciplinary project stakeholders, the solicitation and procurement of ITS technologies and third-party contractors, oversight of ITS design and system engineering teams, and the continued monitoring and reporting of ITS program performance.

Responsibilities:

  • Coordinates with the Senior ITS Manager throughout the strategic planning process and translates business needs into technical systems solutions.
  • Defines and manages the organizational processes used to plan, design, procure, install, and manage the client''s ITS program.
  • Responsible for the development, monitoring, and reporting of ITS program capital budgets.
  • Responsible for the development of ITS Operations and Maintenance (O&M) plans and the establishment of integrated ITS corrective, preventive, and predictive maintenance policies, procedures and best practices.
  • Oversees personnel responsible for the design and operation of roadside ITS elements, including, but not limited to, fiber optic telecommunications systems, roadway Incident Detection Systems (IDS) and Advanced Traffic Management Systems (ATMS).
  • Acts as a liaison and primary point-of-contact between ITS program resources, multi-disciplinary subject matter experts (SME) and internal and external project stakeholders throughout ITS planning, design, construction, installation, testing and operations.
  • Oversee the procurement of ITS technical systems, vendors and integrators, including the evaluation of strategic sourcing strategies, the development of solicitation documentation, and the selection, onboarding, monitoring, invoice management, and management of third-party contractors.
  • Responsible for the procurement of ITS technical systems, vendors, and integrators, including evaluating strategic sourcing options; developing solicitation materials; and selecting, onboarding, monitoring, managing invoices for, and overseeing third-party contractors
  • Responsible for the identification and evaluation of emerging ITS technologies, systems and best practices capable of meeting or exceeding organizational strategic goals and objectives.


Minimum Qualifications:

  • A bachelor’s degree in computer science, electrical engineering or related field, or equivalent combination of education and demonstrable experience managing complex ITS project initiatives.
  • 10-12 years’ experience in ITS, transportation technology, or related field, including 3+ years in project management or technical leadership.
  • Excellent written and verbal communication skills with the ability to translate technical concepts for non-technical stakeholders.
  • Valid driver’s license.


Preferred Qualifications:

  • Professional Engineering license in the state of Texas or ability to obtain a Texas license with XX months.
  • Knowledge of industry standards including NTCIP, NEMA, IEEE, NEC and related ITS standards and specifications.
  • Experience in the deployment of ITS field equipment and electrical components.
  • Experience with cybersecurity principles applied to transportation systems.
