The Senior Cloud Engineer Consultant (ITC1) serves as a senior-level technical resource responsible for the design, implementation, administration, and optimization of multi-cloud environments across the State of Ohio Department of Developmental Disabilities enterprise. This position requires deep hands-on expertise across Amazon Web Services (AWS), Microsoft Azure, and Google Cloud Platform (Google Cloud Platform). The consultant will operate as a strategic partner and technical authority, collaborating extensively with all enterprise ITS teams - including Application Development, Cybersecurity, Infrastructure, Database Administration, Networking, and Help Desk - to ensure cloud solutions align with agency missions, security standards, and fiscal objectives.
ESSENTIAL FUNCTIONS & RESPONSIBILITIES
Cloud Engineering & Administration (60%)
Architect, deploy, and manage scalable, secure, and highly available cloud environments across Azure, AWS, Google Cloud Platform, and other SaaS/PaaS platforms.
Administer cloud services including compute, storage, networking, identity and access management (IAM), firewall, certificate, cryptographic, serverless functions, managed databases, and other services as needed.
Monitor cloud resource utilization, performance metrics, and cost allocation; develop and enforce FinOps practices to optimize state expenditures.
Manage cloud-native DevOps pipelines, CI/CD toolchains, containerized workloads (Docker/Kubernetes), and API gateway integrations.
Implement and maintain cloud disaster recovery (DR) and business continuity (BC) plans in compliance with the State of Ohio Department of Developmental Disabilities BCDR planning standards.
Cybersecurity and Vulnerability management for cloud-based resources and external to internal modalities.
Cross-Team Collaboration & Technical Leadership (25%)
Partner with Application Development teams to evaluate cloud-native architectures and accelerate migration of legacy applications.
Coordinate with the Cybersecurity team to enforce Zero Trust principles, cloud security baselines, NIST SP 800-53 controls, FedRAMP compliance requirements, and State of Ohio Department of Developmental Disabilities compliance requirements.
Collaborate with the Networking team to design and maintain hybrid connectivity solutions, including VPNs, ExpressRoute, Direct Connect, and SD-WAN integrations.
Work alongside Database Administrators to deploy and optimize managed cloud database services (Azure SQL, Amazon S3, Snowflake, etc.).
Partner with all State of Ohio Department of Developmental Disabilities ITS teams to proactively manage and administer all security certificates in accordance with State of Ohio Department of Developmental Disabilities policies.
Engage with Help Desk, Infrastructure, and DevOps teams to develop runbooks, escalation procedures, and technical training on cloud platforms.
Provide technical mentorship and knowledge transfer to junior ITS staff across all teams, present cloud strategies and project updates to leadership.
Governance, Compliance & Project Support (15%)
Contribute to the development and maintenance of cloud governance policies, standards, and architectural review processes.
Participate in technology procurement evaluations, vendor assessments, and Statements of Work (SOW) review for cloud services.
Support Agile/Scrum delivery teams by providing cloud infrastructure planning within sprint cycles and product roadmaps.
Maintain thorough documentation of cloud architecture diagrams, configuration standards, and system inventories in the State's CMDB.
