Overview

The Work:

The Jira Engineer will be responsible for administering, configuring, and optimizing Jira and Jira Service Management (JSM) platforms, ensuring seamless alignment with organizational processes and stringent governance standards across on-premises Jira Data Center (DC) and Jira Cloud environments. This role involves advanced configuration, system design, workflow engineering, and platform administration to support scalable, reliable, and secure operations while adhering to industry best practices and the agency's specific operational requirements.

Responsibilities

Key Responsibilities
  • Develop, configure, and maintain Jira workflows, issue types, issue type schemes, screen schemes, field configurations, custom fields and contexts, permission schemes, and notification schemes.
  • Employ ScriptRunner for Jira to design advanced validators, conditions, post-functions, automated processes, and administrative scripts that enhance platform capabilities.
  • Configure and manage Jira Service Management objects, including service request types, portals, Assets schemas, object types, and service workflows.
  • Establish and manage SLA tracking and operational workflows aligned with customer-defined priorities.
  • Design and optimize advanced JQL (Jira Query Language) queries for dashboards, reports, filters, and key performance indicators (KPIs).
  • Provide enhanced visibility into system operations, SLA achievements, and organizational metrics via actionable reporting structures.
  • Administer Jira DC and Jira Cloud environments, including user management, permissions, global system configurations, monitoring platform performance, and implementing maintenance activities.
  • Proactively perform capacity planning and evaluate platform health metrics to ensure scalability and reliability.
  • Maintain robust integrations with enterprise systems using REST API connectivity, including designing and troubleshooting JSON-based data structures for seamless information exchange between Jira and external platforms.
  • Leverage SQL databases (for Data Center environments) to perform advanced troubleshooting, root cause analysis, reporting, and data-driven insights.
  • Generate and manage datasets for backend system operations, ensuring conformance with organizational data governance and security policies.
  • Act as a subject matter expert (SME) to internal stakeholders by offering end-user support, platform best practices, documentation, and training materials.
  • Enable users to leverage Jira's capabilities to meet business objectives while maintaining adherence to security, compliance, and operational guidelines.
  • Ensure platform administration aligns with organizational operational policies, including security protocols, governance standards, and stability/reliability objectives.
  • Collaborate with stakeholders to ensure that solution designs support scalability, maintainability, and long-term sustainability.

Qualifications

Qualifications - Here's What You Need:
  • Bachelor's Degree in Information Technology (IT), Computer Science, or a related technical discipline. Equivalent professional experience may be considered in lieu of a formal degree.
  • Minimum five (5) years of hands-on experience with:
    • Configuring and administering Jira platforms (Jira DC and Cloud).
    • Workflow development, scripting, and automations.
    • Working with REST APIs, JSON, and SQL for system integrations and reporting.
  • Jira Administration: Proven expertise in Jira Data Center (DC) and Cloud operational management, including configuration, maintenance, and process optimization.
  • Workflow Engineering: Advanced workflow customization and engineering for business and service processes.
  • ScriptRunner Automation: Designing and deploying complex automation rules using ScriptRunner capabilities.
  • Jira Assets Expertise: Management of IT and service assets within Jira Assets (formerly Insight).
  • REST APIs and JSON: Developing, managing, and troubleshooting REST API integrations with fluency in JSON data modeling.
  • JQL Proficiency: Utilizing JQL for custom filters, high-level dashboards, dynamic reporting, and SLA/metric visualization.
  • SQL/Database Expertise: Proficiency with SQL databases used in Jira Data Center environments for diagnostics, optimization, and reporting.
  • Permission/Security Management: Designing and implementing secure user permissions and access controls in compliance with governance policies.
  • Problem Solving Skills: Advanced troubleshooting and process design expertise to identify and resolve system issues efficiently.
  • Active Top Secret Security Clearance.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.

Working Conditions:
  • Professional office environment, with the ability to work onsite in the main office.
