Position Overview
LA County JCOD is seeking an experienced Dynamic Architect / Technical Architect to lead complex technology implementations and solution architecture initiatives.
The Technical Architect will be responsible for designing scalable and maintainable technology solutions while continuously evaluating opportunities for reengineering, refactoring, and modernization. The role requires strong expertise in Microsoft Dynamics 365 CRM, Microsoft Power Platform, Azure integration services, .NET/C#, SQL Server, and application lifecycle management.
The ideal candidate will be comfortable working across multidisciplinary teams, collaborating with stakeholders at all levels, leading technical teams, and translating business requirements into effective technical architectures and delivery strategies.
Key Responsibilities
Solution Architecture & Technical Leadership

Lead the architecture and implementation of complex technology solutions.

Design conceptual and detailed technical architectures based on business and system requirements.

Ensure technical architecture aligns with organizational business objectives, growth, and future technology direction.

Continuously evaluate opportunities for system reengineering, refactoring, simplification, and modernization.

Develop prototypes and proof-of-concepts to validate technical approaches.
-
Decompose business and system architectures to enable clean-interface, multi-team development.

Stay current with emerging technologies and recommend appropriate solutions.
Microsoft Dynamics 365 & Power Platform
-
Architect and implement Microsoft Dynamics 365 CRM solutions.

Design solutions using Microsoft Power Platform, including Dataverse, Power Apps, and Power Automate.

Develop extensibility solutions for Dynamics 365 using .NET, C#, and Visual Studio.
-
Define architecture strategies covering integration, data migration, security, and application lifecycle management.

Provide technical guidance and recommendations to development teams.
-
Oversee development activities and ensure solutions align with approved architecture.
Azure Integration & Cloud Architecture

Design integrations using Azure services such as Logic Apps, Functions, and API Management.

Architect cloud-based solutions using Infrastructure as a Service (IaaS) providers.

Develop integration strategies for internal and external systems.
-
Design and support automated processes and interfaces.
-
Implement solutions that support scalability, reliability, security, and maintainability.
Database & Data Architecture
-
Design SQL Server database structures and data models based on business requirements.
-
Develop database schemas while considering integration with existing and legacy systems.
-
Design stored procedures, reporting solutions, and data-related components.
-
Support data migration and integration strategies for Dynamics 365 solutions.
-
Ensure data architecture supports system performance and business requirements.
Application Development & Integration
-
Work with technologies such as Java, Python, Ruby, Node.js, and modern web frameworks when applicable.

Support web technologies including HTML5, CSS3, RESTful APIs, and modern front-end frameworks.
-
Design and support messaging and application connectivity using technologies such as JBOSS Messaging and Spring-JMS.

Design and implement scheduled daily and weekly jobs interacting with external interfaces.
-
Support relational and NoSQL database technologies where appropriate.

Utilize version control systems such as Git and GitHub.
DevOps, ALM & Automation
-
Develop and implement application lifecycle management strategies.
-
Use Azure DevOps for ALM, CI/CD, and version control.
-
Support automated configuration management and deployment practices.
-
Work with continuous integration, continuous deployment, and continuous monitoring solutions.

Maintain GitHub repositories and support effective source-control practices.
Project & Stakeholder Collaboration

Work directly with business stakeholders to understand requirements and translate them into technical solutions.

Develop product roadmaps, project backlogs, measurable success criteria, and user stories.

Establish delivery paths by breaking down requirements and user stories into actionable work.

Communicate effectively with cross-divisional personnel at both team and executive levels.

Lead and direct technical team members in gathering requirements and executing project milestones.

Provide technical guidance and recommendations throughout the project lifecycle.
Required Qualifications

Minimum 8 years of experience in systems development, analysis, programming, or testing.

Bachelor's degree in an IT-related or Engineering field.
-
8+ years of experience designing and implementing Microsoft Dynamics 365 CRM solutions.
-
8+ years of experience architecting solutions using Microsoft Power Platform services.
-
8+ years of experience designing integrations using Azure services, including Logic Apps, Functions, and API Management.
-
5+ years of experience with .NET/C# development and Visual Studio for Dynamics 365 extensibility.
-
5+ years of experience with SQL Server, including data modeling, stored procedures, and reporting.

5+ years of experience leading solution design, technical documentation, and architecture governance.

3+ years of experience using Azure DevOps for ALM, CI/CD, and version control.

1+ year of experience with GitHub and repository management.

Strong experience developing conceptual and detailed technical designs.

Strong communication, problem-solving, organizational, and leadership skills.

Ability to work independently and collaboratively within multidisciplinary teams.
Preferred / Additional Technical Skills

Experience with JBOSS Messaging and Spring-JMS connectivity.

Experience designing database schemas for integration with legacy systems.

Experience implementing daily and weekly jobs that interact with external interfaces.

Experience with RESTful APIs and modern web development technologies.

Knowledge of PostgreSQL and NoSQL databases such as Cassandra or MongoDB.

Experience with configuration management tools such as Chef, Puppet, Ansible, or Salt.

Experience with continuous monitoring and automated deployment solutions.

Experience with Git and GitHub.

Strong understanding of system integration, data migration, security, and ALM strategies.

Work Arrangement

Hybrid position based in Los Angeles, CA.
-
Candidate is required to work on-site once per week.
-
The candidate may select the on-site day from Tuesday, Wednesday, or Thursday.

The position is not fully remote.
