Job Description:

  • Missouri Department of Transportation (MoDOT) is a key participant in the Missouri Vital Enterprise Resources (MOVERS) project effort and as such must provide MoDOT business subject matter expertise to assist in the development of the Enterprise Project Management (EPM), Enterprise Resource Planning (ERP), and Human
  • Capital Management (HCM) modules, with specific emphasis on the MOVERS Project Portfolio Management (PPM) module.
  • Key business areas within MoDOT include knowledge of the process and procedures surrounding MoDOT
  • Financial Services, including payable, receivables, inventory, project reporting, and general financial distribution.
  • Knowledge of funding sources, conditions, distribution, and relation to federal and grant monies awarded to
  • MoDOT. It is critical that MoDOT's needs are met within the MOVERS efforts to ensure seamless delivery of
  • MoDOT's mission and responsibility to the taxpayer.
  • The work covered by this PAQ includes but is not limited to creating and maintaining analysis documentation for
  • MoDOT financial process and procedure in alignment with MOVERS deliverables, preparation and response to
  • MOVERS task assignments, and effective communication of core financial information to both MOVERS and
  • MoDOT teams to ensure seamless transition from the State of Missouri's SAM II system to MOVERS. This includes assisting MoDOT Financial Services partners with functionality needs; providing user training materials and presentations; both on-site and virtual presence (hybrid) will be required.

Required Skills:

  • 8+ years SAM II Financial Experience. Must provide specific work details.
  • 8+ years MoDOT Financial Services Process & Procedure Experience. Must provide specific work details.
  • 8+ years MoDOT Project Costing Experience. Must provide specific work details.
  • 8+ years Federal Highway Administration (FHWA) Experience in working knowledge.
  • 8+ years State of Missouri Statewide Transportation Improvement Program (STIP) knowledge, can include contractor, partner, or State of Missouri resource perspective. Must provide specific work details.
  • 8+ years of key transportation industry federal financial reporting and reimbursement process - knowledge.
  • Prefer experience working with MoDOT and at least one other State of Missouri agency regarding financial processes and procedures.

Required Qualifications:

  • Create and maintain analysis documentation for MoDOT financial processes and procedures in alignment with MOVERS deliverables.
  • Prepare and respond to MOVERS task assignments.
  • Effective communication of core financial information to both MOVERS and MoDOT teams to ensure seamless transition from the State of Missouri's SAM II system to MOVERS.
  • Assist MoDOT Financial Services partners with functionality needs.
  • Provide user training materials and presentations; both on-site and virtual presence (hybrid) will be required.
  • Answer operational questions from MOVERS and MoDOT staff.
  • Provide skills and knowledge transfer to MoDOT employees.
  • Provide outstanding customer service to both internal and external partners.

Deliverables:

  • Create and maintain analysis documentation for MoDOT financial processes and procedures in alignment with MOVERS deliverables.
    Effective communication of core financial information to both MOVERS and MoDOT teams to ensure seamless transition from the State of Missouri's SAM II system to MOVERS.

Required Experience:

  • Prepare and respond to MOVERS task assignments.
  • Assist MoDOT Financial Services partners with functionality needs.
  • Provide outstanding customer service to both internal and external partners.
  • Troubleshooting, diagnosis, and resolution of issues that arise.
  • Assist MoDOT Financial Services partners with functionality needs.
  • Provide user training materials and presentations; both on-site and virtual presence (hybrid) will be required.
  • Answer operational questions from MOVERS and MoDOT staff.
  • Provide skills and knowledge transfer to MoDOT employees.
  • Effective oral and written communication with MoDOT staff.
  • Must be able to effectively communicate in oral and written formats with MoDOT staff and MoDOT's internal and external partners.
  • Daily communication with MoDOT staff is required.
  • Create documentation and supporting procedures for all key related systems and processes. At the directions and deadlines set forth by MoDOT representative:
  • Update system and user documentation as needed due to fixes and enhancements.
  • Create documentation for new functionality.
  • Provide instruction to staff regarding changes or new functionality.
  • Transfer key knowledge and educate staff in applicable areas. As confirmed by MoDOT, staff members assuming the responsibilities identified under this PAQ:
  • Update system and user documentation as needed due to fixes and enhancements.

  • Historically six (6) minor system improvements were performed each year. An amendment to the PAQ will be issued for each project after the project scope is identified and pricing is established for the completion of the improvement.
  • Minor system enhancements will be estimated and delivered to MoDOT as well as any documentation that is required by MoDOT.
