Job Description

Everforth ECS is seeking a Project Manager - Agile SAFe to work in the National Capital Region covering the Pentagon, Falls Church, and Fairfax . Please Note: This position is contingent upon contract award.

The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP separates business and financial data from operational warfighting data, aiming to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.

The Project Manager - Agile SAFe supports sprint-based program execution across the WDP Core Integration Task Order, applying SAFe Agile methodologies to coordinate day-to-day delivery activities, maintain backlog health, and sustain alignment between sprint-level execution and broader program priorities under the direction of senior project leadership. In this role, the Project Manager contributes to a disciplined Agile Release Train delivery environment by facilitating ceremonies, tracking velocity and impediments, and ensuring that procurement, reporting, and documentation activities remain integrated with sprint planning and execution cadences.
Supports planning, coordination, and execution of program activities using Agile and Scaled Agile Framework methodologies to manage sprint-based task execution.
Manages day-to-day sprint activities by maintaining backlogs, coordinating sprint planning sessions, tracking task progress, and facilitating execution across assigned teams.
Supports preparation and maintenance of project artifacts aligned with approved Project Management Plans, including sprint schedules, task dependencies, and execution metrics.
Coordinates with senior project leadership to align sprint objectives with program priorities, milestones, and delivery timelines.
Tracks sprint velocity, burndown metrics, impediments, and completion status using Agile tooling such as Jira and Confluence.
Supports preparation of Monthly Status Report inputs by documenting sprint progress, completed tasks, risks, and corrective actions.
Assists with coordination of Task Order Kick-Off Meetings and recurring Agile ceremonies, including daily stand-ups, sprint reviews, and retrospectives.
Supports integration of purchasing and procurement actions into sprint planning activities by tracking approved Requests to Initiate Purchase and Consents to Purchase required to support task execution.
Escalates risks, blockers, and schedule impacts to senior project leadership for resolution.
Maintains organized project documentation supporting execution visibility, traceability, and audit readiness.
Applies disciplined Agile practices to support predictable delivery, transparency, and alignment with Government objectives.
Performs other duties as assigned.

Required Skills

Current Secret security clearance with the ability to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI).
3 or more years of progressive experience in project management, Agile delivery coordination, or a closely related discipline, with demonstrated experience supporting sprint-based program execution within a federal or defense contracting environment.
Active SAFe 5 Practitioner certification from Scaled Agile, Inc., demonstrating proficiency in SAFe Agile principles, Agile Release Train participation, sprint planning, backlog management, and team-level delivery coordination within a Scaled Agile Framework program structure.
Demonstrated experience managing sprint-level activities across one or more Agile teams, including backlog maintenance, sprint planning facilitation, daily stand-up coordination, sprint review support, and retrospective documentation.
Hands-on proficiency with Agile delivery and program management tools, including Jira and Confluence, with demonstrated experience tracking sprint velocity, burndown metrics, impediment logs, and task completion status to support program-level reporting and delivery visibility.
Proven ability to prepare Monthly Status Report inputs and program documentation artifacts, including sprint progress summaries, risk and corrective action documentation, and procurement activity tracking, in alignment with Government reporting requirements and Contracting Officer Representative oversight cycles.
Demonstrated ability to coordinate federal procurement documentation activities, including preparation and status tracking of Requests to Initiate Purchase and Consents to Purchase, and integration of procurement milestones into sprint planning and execution workflows.
Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).

Desired Skills

Active Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI) eligibility.
Active SAFe Advanced Scrum Master (SASM), SAFe Scrum Master (SSM), or SAFe Release Train Engineer (RTE) certification, demonstrating advanced Agile delivery qualifications and readiness to grow into broader SAFe program coordination responsibilities within the WDP Core Integration Agile Release Train structure.
Familiarity with Government-facing program management reporting requirements, including working knowledge of Project Management Plan structure, Monthly Status Report content standards, Quarterly Program Management Review preparation, and deliverable submission workflows as they apply to Task Order execution in a federal contracting environment.
Experience coordinating Agile delivery activities within a DevSecOps-integrated software development program, including familiarity with CI/CD pipeline cadences, Infrastructure-as-Code practices, and sprint-level engineering coordination across development, integration, staging, and production environments spanning NIPRNet, SIPRNet, and JWICS.
Proficiency with collaboration and document management platforms such as SharePoint Online, Microsoft Teams, and Confluence, including demonstrated experience maintaining structured, version-controlled sprint artifact repositories, action item trackers, and audit-ready program documentation accessible to senior program management and Government oversight personnel.
Prior experience supporting Agile program coordination within a multi-task, multi-enclave federal program environment, including demonstrated ability to manage concurrent sprint activities across cross-functional teams spanning software engineering, cybersecurity, cloud operations, and customer success disciplines in alignment with approved program execution plans.
