Technical Program Manager II (Contract)

Position Overview

Seeking an experienced Technical Program Manager II to lead and manage complex, enterprise-level IT programs composed of multiple, cross-functional projects. This role is responsible for driving program strategy, aligning initiatives with business objectives, and ensuring successful delivery within scope, timeline, and budget.

This position requires strong leadership, deep expertise in project and program management, and the ability to partner with both technical and business stakeholders to deliver large-scale initiatives-particularly within information security, compliance, and audit environments.

Key Responsibilities
  • Manage one or more highly complex, enterprise-wide IT programs consisting of multiple projects
  • Develop and execute program strategies aligned with business goals and enterprise priorities
  • Oversee project integration, ensuring alignment across scope, timelines, and budgets
  • Track key milestones and provide guidance and direction to Project Managers
  • Communicate program updates, risks, and changes to IT leadership, business stakeholders, and executive teams
  • Partner with senior leadership to identify and prioritize opportunities for leveraging technology to meet organizational objectives
  • Ensure delivery of program initiatives on time, within budget, and aligned to business and strategic requirements
  • Support large-scale enterprise security audit efforts and ensure organizational readiness
  • Drive compliance with audit findings, remediation efforts, and ongoing process adherence
  • Coordinate development of technical documentation, including system diagrams and architecture artifacts


Requirements

Required Qualifications
  • Bachelor's or Master's degree in Computer Science, Business Administration, or a related field (or equivalent experience)
  • Project Management certification (e.g., PMP or equivalent) required
  • 7+ years of IT and/or business industry experience
  • Minimum 5+ years managing projects and 3+ years in a leadership role
  • Extensive experience with project and program management methodologies and tools

Required Skills & Experience
  • 7+ years of project/program management experience, preferably within technical, security, or compliance domains
  • Strong background in information security, security practices, and enterprise IT environments
  • Deep understanding of:
  • Security audits
  • Vulnerability management
  • Compliance frameworks (e.g., SOC 2, ISO)
  • Remediation and risk management workflows
  • Proven ability to lead enterprise-wide initiatives involving cross-functional stakeholders
  • Strong executive communication skills, including experience presenting to and briefing senior leadership
  • Experience developing or coordinating technical architecture documentation and system diagrams
  • Proficiency with project management tools such as Jira, Confluence, MS Project, or similar platforms
