Project Overview

The SC Department of Revenue (DOR) is recognized for delivering highly complex technology solutions within a multi-layered, secure environment and values skilled professionals who can deliver high-quality work on time. DOR has implemented Power BI for reports, dashboards, and analytics and OnBase to support paperless business processes. The agency is seeking an experienced Systems Software Programmer with strong Power BI and OnBase expertise to join its technology team. Reporting to a functional manager, the contractor will help ensure the stability and integrity of data and server services through monitoring, maintenance, support, and optimization of server infrastructure. The technology team follows established methodologies and procedures while valuing the expertise, insights, and best practices contractors bring to the organization. The position also includes 24/7 on-call responsibilities shared among team members.


Duties/Responsibilities:

  • Participate in the implementation of Power BI and OnBase, including design, definition, and development of content type models, workflows, templates, reports, dashboards, analytics, data transformations, and components.
  • Configure and manage user permissions to meet user requirements in a cost-effective manner.
  • Analyze existing programs and formulate logic for new systems.
  • Develop logic procedures, prepare flowcharts, perform coding, and test/debug programs.
  • Prepare and obtain approval for system and programming documentation.
  • Configure system settings and options based on business requirements.
  • Plan and execute unit, integration, and acceptance testing.
  • Create system specifications to meet business requirements.
  • Assist with application deployments to Development, QA, and Production environments, including migrations.
  • Follow best practices for secure web programming and deployment.
  • Adhere to established coding standards, unit test coverage, automation, and continuous integration practices.
  • Work closely with internal teams and vendors to ensure sound practices for site architecture, performance, reliability, and content delivery.
  • Perform duties and responsibilities in alignment with organizational mission, values, and client service standards.

Technical:

  • Troubleshoot and recommend technical solutions for customer issues related to backup configuration and recovery.
  • Develop appropriate workaround solutions as needed.
  • Perform equipment and software upgrades.
  • Maintain familiarity with current computer and network products and technologies.
  • Provide feedback to the team regarding product issues, enhancements, and new features.
  • Prioritize technical issues of varying severity and manage their resolution within established service levels.
  • Maintain accurate issue and resolution information in the Helpdesk system.
  • Mentor and provide guidance to junior developers.
  • Adhere to corporate information security guidelines and promote information security awareness among coworkers.
  • Perform other technical duties and special projects as assigned.

Non-Technical:

  • Effectively interact and communicate with IT professionals from peer through Director level.
  • Demonstrate initiative, drive, and the ability to work independently as a self-starter.
  • Ask pertinent questions to gather information and understand issues.
  • Proactively identify, communicate, and implement process-related improvements.
  • Effectively manage multiple tasks and activities concurrently.
  • Provide periodic status updates to key stakeholders.
  • Collaborate extensively with peers and management to resolve client issues.
  • Actively contribute to a growing knowledge network to improve team effectiveness and the information available to clients.
  • Prioritize numerous issues of varying severity and ensure they are addressed within accepted service levels.
  • Take ownership of information entered into the Helpdesk system.
  • Provide timely issue-status updates to both clients and appropriate internal employees.
  • Demonstrate strong customer service skills, attention to detail, and responsiveness to customer tickets.
  • Work collaboratively with team members and management while maintaining effective communication.


Requirements

Education and Certifications:

  • A Bachelor's degree in information technology systems, computer science, or related field and four years of experience in information technology systems or related area.


Required Skills:

  • 10+ years of software development experience across the full Software Development Life Cycle (SDLC).
  • 10+ years of experience working in State Government environments.
  • 5+ years of hands-on Power BI experience.
  • 5+ years of hands-on OnBase experience.
  • 5+ years of development, design, and coding experience with HTML, jQuery, JavaScript/JScript, and VB.
  • 5+ years of experience working with Agile methodology.
  • 5+ years of strong hands-on experience with SQL and SSIS.


Preferred Skills:

  • Hands-on knowledge and understanding of business processes.
  • Familiarity with Electronic Document Management Systems (EDMS) fundamentals and design.
  • Hands-on experience working with cloud-based solutions.
  • Multiple Industry Certifications in field (Microsoft, Power Platform, Project Management)


Additional Skills:

  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish and maintain good working relationships with business users, management, vendors, and peers.
  • Ability to mentor and lead small application teams.
  • Strong business analysis skills with architecture and implementation experience.
  • Ability to learn new applications and skillsets.
