(ONLY)Position SummaryThe Engagement Lead serves as the senior on-site leader and primary point of accountability for the Finance and Governance Section (FGS) and as the lead subject-matter expert for enterprise IT governance and strategic planning. This role operationalizes the CIOO's IT governance framework, aligns IT investments to organizational goals and measurable outcomes, and ensures the engagement delivers consistent, auditable, and sustainable results that the customer can independently maintain beyond the period of performance. The Engagement Lead owns the relationship with CIOO leadership, governance bodies, and business divisions, and is accountable for the engagement's required deliverables, including the Quality Assurance Plan, Monthly Status Report, and Organizational Conflict of Interest Plan.
Key Responsibilities- Operationalize an enterprise IT governance framework that defines decision authorities, governance bodies, and approval processes; establish stage-gate decision checkpoints across the investment lifecycle; and ensure consistent, auditable decision-making.
- Lead strategic alignment of IT investments to organizational goals - mapping business capabilities and outcomes to the IT portfolio, connecting initiatives to objectives and key results (OKRs), and establishing traceability between CIOO strategy, objectives, and investments.
- Direct the operation of governance boards and secretariat functions, including preparation of decision materials that facilitate prioritization, approvals, policy compliance, and portfolio oversight.
- Establish a measurable value-delivery capability - defining benefit-realization measures, tracking performance against expected outcomes, and producing value insights for decision-makers.
- Build sustainable operations and capability by leading knowledge transfer, training, playbooks, and standard operating procedures that enable FDIC personnel to independently execute governance and portfolio processes.
- Provide overall management of scope, schedule, staffing, risk, and quality; own and deliver the Quality Assurance Plan (QAP), Monthly Status Report (MSR), and Organizational Conflict of Interest (OCI) Plan.
- Lead the transition period, coordinating with the incumbent to re-assign work, transfer knowledge, and migrate projects without degradation of support.
- Serve as executive liaison to CIOO leadership, key working groups, governance bodies, and business divisions, and support coordination with the Division of Finance (DOF) and other stakeholders.
Required Qualifications- Bachelor's degree in business administration, information technology, public administration, or a related field.
- Ten (10) or more years of progressive experience leading enterprise IT strategy, governance, PMO, and/or portfolio management programs, including large-scale program and product delivery.
- Demonstrated experience operationalizing IT governance frameworks, decision authorities, and stage-gate processes, and establishing centralized portfolio governance and standardized processes.
- Hands-on experience with ServiceNow Strategic Portfolio Management (SPM) and Demand Management to standardize intake, evaluation, prioritization, and funding processes.
- Experience re-engineering or operating IT intake and budget/funding systems supporting sizable IT portfolios (e.g., $50M or greater).
- Demonstrated ability to develop KPIs and OKRs that support organizational performance goals, and to design executive reporting formats, dashboards, SOPs, and operational templates.
- Strong stakeholder engagement and the ability to translate organizational strategy into scalable, high-impact solutions across cross-functional teams.
- Proficiency with ServiceNow, Jira, GitHub, Microsoft 365, Microsoft Power Platform / Power BI, and related collaboration and governance tools.
Preferred Qualifications- Master's degree in a related discipline.
- Direct experience supporting a federal or financial-regulatory IT organization, ideally the FDIC CIOO or a comparable Chief Information / Innovation Office.
- Experience developing and applying maturity models and conducting maturity assessments aligned to recognized standards.
- Relevant certifications such as SAFe Product Owner/Product Manager (POPM), Certified Scrum Master (CSM), or innovation/management credentials (e.g., IMS / ISO 56002).
- Familiarity with AI productivity tools (e.g., Microsoft Copilot) and their application to governance, prioritization, and forecasting.
