Technical Project / Program Manager (Onsite, SCV/Austin) Retail IS&T - GSE PMO & LMS (Java/J2EE, iOS, Data Systems)
Summary
The Retail IS&T - GSE PMO & LMS team builds the technology powering Apple s global retail experience.
As a Technical Program Manager, you ll drive programs spanning server-side services, native iOS applications, and data platforms while serving as a Scrum Master, Agile execution lead and Program manager for cross-functional engineering teams delivering to 500+ stores worldwide.
Key Responsibilities
Program & Delivery Management
- Program Execution Own end-to-end delivery of multi-team programs across the retail technology stack: backend services, native mobile clients, and data infrastructure.
- Technical Depth Engage meaningfully with Java/J2EE service architectures, native app, and database design understanding to anticipate risks, ask the right questions, and facilitate informed trade-off decisions.
- Service-Layer Coordination Drive programs involving RESTful APIs, microservices, middleware, messaging systems, and integration layers built on Java/J2EE understanding deployment models, scalability concerns, and SLA implications.
- iOS Client Delivery Coordinate native iOS app releases for retail-facing tools, partnering with SwiftUI engineers on feature timelines, OS compatibility, and MDM distribution.
- Data & Database understanding Navigate relational database schemas (Oracle) understanding, understand query performance implications.
- Release & Launch Management Orchestrate phased rollouts across 500+ stores, managing feature flags, server-side toggles, iOS app versioning, and database migration sequencing.
Scrum Master & Agile Execution
- Agile Facilitation Serve as Scrum Master for one or more engineering teams, running sprint planning, daily stand-ups, sprint reviews, and retrospectives with discipline and efficiency.
- Backlog Health Partner with Product Owners to maintain a well-groomed, prioritized backlog , ensuring stories are clearly defined, estimated, and have acceptance criteria before entering a sprint.
- Sprint Commitment & Velocity Track team velocity, protect sprint commitments from scope creep, and use burn-down/burn-up data to forecast delivery with confidence.
- Impediment Removal Identify and aggressively remove blockers whether they re cross-team dependencies, environment issues, unclear requirements, or organizational friction.
- Team Health & Continuous Improvement Foster a psychologically safe environment where engineers surface problems early. Run actionable retrospectives that produce measurable process improvements, not just conversation.
- Agile Coaching Guide teams toward mature Agile practices without being dogmatic adapt frameworks Scrum to what actually works for the team s context and delivery cadence.
- Stakeholder Shielding Buffer the team from mid-sprint interruptions and ad-hoc requests, channeling them through proper prioritization mechanisms.
Qualifications:
Minimum:
- 4+ years in technical project /program management or engineering project / program management within a software organization
- 2+ years serving as Scrum Master or Agile lead for engineering teams (not just ceremony facilitation actual impediment removal and delivery ownership)
- knowledge understanding of Java/J2EE ecosystems Spring Framework, application servers, RESTful service design, and micro-service patterns
- Familiarity with iOS native development SwiftUI, Xcode build/release pipelines and mobile app lifecycle management
- Understanding of relational databases schema design, indexing, query optimization, migrations, and replication/failover strategies
- Experience managing programs with 3+ engineering teams shipping production software concurrently
Preferred:
- CSM, PSM, or SAFe certification (Certified ScrumMaster, Professional Scrum Master, or SAFe Agilist)
- Understanding / experience of AI program delivery and enterprise roll out
- Hands on software engineering background
- Experience with Agile tooling at scale (Apple Radar or Jira, workflow configuration, dashboards, reporting)
- Familiarity with CI/CD for both server-side deployments and iOS app distribution
- Experience coordinating API versioning and backward-compatibility across Native apps and server releases
- Experience running Agile at scale PI Planning, cross-team synchronization, dependency boards
