Job Title: Business Analyst IES (Child Support Financial Systems / Mainframe Modernization)

Overview
We’re hiring an experienced Level III Business Analyst to support a large modernization initiative focused on a child support financial management module. In this role, you’ll help translate complex legacy mainframe logic (COBOL and related batch processes) into clear functional requirements and “to?be” models that a modern platform can implement—while ensuring financial accuracy, auditability, and regulatory compliance.
This is a great fit for someone who enjoys deep process analysis, stakeholder workshops, and untangling legacy business rules around collections, disbursements, adjustments, unidentified payments, reconciliation, and bank integrations.
What you’ll do
- Analyze legacy mainframe financial modules, COBOL programs, and batch jobs to identify and document:
- business rules
- workflows
- system/data dependencies
- Lead discovery and working sessions with subject matter experts to validate rules for:
- collections and disbursements
- adjustments and unidentified payments
- reconciliation and bank integrations
- Document current-state processes and build future-state (“to?be”) functional models and requirements.
- Partner with data/conversion teams to clarify legacy account structures (e.g., ledgers, payment histories, disbursements, unresolved balances) and define audit/compliance trail requirements.
- Recommend opportunities to streamline or eliminate redundant processes while maintaining compliance with applicable federal/state program mandates.
- Support additional analysis/documentation needs as they arise.
Required qualifications
- Level III BA background: 7+ years on complex projects, including 2+ years in a lead/mentor role as a Business Analyst
- 7+ years as a BA on large-scale modernization efforts, ideally involving financial systems
- 5+ years hands-on experience with requirements gathering, process mapping, and documentation for complex financial transactions (payment processing, reconciliation, etc.)
Preferred / nice-to-have
- 3+ years working with Child Support Services systems (especially financial distribution/reconciliation)
- Experience analyzing or interpreting legacy technologies such as COBOL, ECL, DMS/RDMS, or similar, to extract embedded business rules
- Familiarity with compliance expectations (audit trails, integrity checks, regulatory reporting)
- Bachelor’s degree in Computer Science, Information Systems, or related field
