Title: Electronic Engineer Telecommunications
Location: Vancouver, WA
Responsibilities:
Provide technical SCADA engineering and expertise and act as Subject Matter Expert (SME) relative to assigned systems and equipment, for field technicians, design engineers, construction crews, and technical oversight committees.
Develop maintenance standards and work guides that provide methods and techniques to be followed by technician crews, utilize company asset management and maintenance database tools (such as Sunflower, Cascade, and Asset Suite), and prioritize safety in all practices.
Develop and document procedures for installing, using, and troubleshooting hardware and software for SCADA or other assigned systems and equipment.
Interface with control center personnel and systems to validate proper data integration between field and control center systems.
Investigate and analyze operational problems associated with complex electronic systems, such as those used in implementing and maintaining company's SCADA system; report findings and recommend corrective actions.
Assist in development of standards for planning and design documentation related to new equipment and technology.
Prepare detailed system specifications, including diagrams, charts, equipment configurations, and recommended technologies.
Evaluate, recommend for selection, and support test equipment used to troubleshoot or maintain SCADA systems and equipment.
Prepare formal training curriculum and hands-on exercises for SCADA or other assigned systems and equipment; deliver or assist with Company-approved training to end users. Provide ongoing training through classroom, phone or onsite support.
Monitor and provide guidance to supply chain and Warehouse staff for appropriate spare parts levels for SCADA or other assigned equipment.
Provide a review and recommendations on the disposition of retired equipment and "parting out” for spares.
Perform extensive engineering studies, incorporating technological advances in instrumentation, manufacturer designs, and Company design standards, and considering field conditions and practices.
Compile technical results and related tables, reports, and graphics on system performance, failure analysis, and equipment outages; distribute findings to appropriate personnel or manufacturers.
Coordinate plans of service with stakeholders and implement company-approved plans for assigned projects.
Draft work statements, coordinate, and verify the placement of manufacturer/vendor maintenance support agreements.
Provide project/task updates to the manager.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
A bachelor's degree in Electrical or Electronics Engineering is required.
10 years of experience and knowledge of electronic engineering concepts, principles, and practices applicable to one or more of the following is required: Supervisory Control and Data Acquisition (SCADA) or other industrial control systems such as Distributed Control Systems (DCS), Programmable Logic Controllers (PLCs), Building Management Systems (Client), commercial automation, or complex security systems which utilize real-time control, sensor integration, and actuator output within an industrial context
Required Technical Skills & Experience (required on matrix)
5 years of direct experience with designing, installing, or maintaining one or more of the systems above.
3 years' experience with industrial control protocols (Ethernet or serial-based): e.g., DNP3, Modbus, OPC, or packet-based Ethernet/IP operational technology (OT) or industrial control system (ICS) networks.
1 year of providing support service to field users in a utility or industrial environment.
Proficiency with Microsoft Office products (Word, Excel, PowerPoint and Outlook).
Preferred Skills & Experience (optional on matrix)
Experience with SCADA systems and protocols.
Experience with Ethernet or packet-based operational technology (OT) or industrial control system (ICS) networks
5 years of experience with Process Automation and Instrumentation in automating processes, process variables, sensor calibration, and instrumentation in manufacturing, utilities, or laboratory settings.
Hands-on troubleshooting or maintenance experience with one or more common utility Remote Terminal Unit (RTU) platform and associated digital or analog inputs/outputs and communication protocols.
Familiarity with the Linux operating system.
Experience with Python script programming.
Experience in development of HMI/MMI interfaces.
Experience conducting classroom training or laboratory workshops
Additional Requirements (not required on matrix)
First Aid/AED/CPR Certification required within 30 days of assignment start. The worker/Employer is responsible for maintaining the current certification.
Energized Facility Permit is required within one year of assignment start. Type: Substation Entry Permit (SEP)
