Neos is Seeking a Systems Analyst (Medicaid Claims/Azure DevOps/Agile) for a long-term contract role with our client in Austin, TX.

Position is Hybrid - 3 days remote with 2 days (Mon & Tues) required to be onsite at

DESCRIPTION OF SERVICES

Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

Responsibilities

  1. Assists in development of project documentation based on HHSS/DIR requirements. Assists in the development of application on-line help. Conducts requirements gathering with non-technical Subject Matter Experts to understand business process needs and program requirements to create Use Cases, flow charts, acceptance criteria and other documentation needed for system enhancements. Analyzes new and existing business processes to determine how modifications and changes will impact the system. Will serve as a technical expert responsible for working with non-technical and technical stakeholders to ensure clear and effective communication is maintained throughout the Software Development Life Cycle. (30%)
  2. Ensures that design complies with HHSS standards. (5%)
  3. Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc. Uses current software development methods/techniques and established development standards (which include testing standards) to ensure the quality and maintainability of applications. (25%)
  4. Provide status reports on enhancement activities and resolution of issues impacting system. Notify immediate manager and technical lead of critical issues impacting the system's ability to deliver services as designed. Attends regular status meetings to update team members such as developers, business analysts, database administrators and project managers on progress of assigned work. Regularly updates assignments through the use of a ticketing system allowing for the sharing of information with project team members. Provides information to non-technical and technical staff via email, telephone and formal presentations covering such topics as system functionality, data collection processes and other technical issues as needed. Audiences for these communications would be both internal business groups and external entities to the agency including governmental organizations as well as contract service providers. (25%)
  5. Facilitate information sharing to ensure knowledge transfer and the elimination of single points of failure for an information system. This will be done through one-on-one discussions, group sessions to review system documentation, preparation of documentation illustrating system architecture, workflows and dependencies for project deliverables. Update immediate supervisor, other management team members and system stakeholders as needed regarding recommended implementation strategies and solutions. (15%)


CANDIDATE SKILLS AND QUALIFICATIONS

5 years Required Experience with Medicaid Claims Processing

5 years Required Experience in business objectives and problems and identifying alternative solutions

5 years Required Experience in reviewing, analyzing, and evaluating user requirements, operational procedures, and problems to automate processing and/or to improve existing computer systems

5 years Required Experience in writing detailed descriptions of user needs, program functions, and steps required to develop and/or modify computer program

5 years Required Experience in cost/benefit analysis of systems and alternatives

5 years Required Experience in analyzing and documenting input and output requirements, such as forms of data input, how data is to be summarized, and formats for reporting.

5 years Required Experience with Azure DevOps and generation of wireframes

5 years Required High level of sound logic and analytical ability

5 years Required Highly developed oral and written communications skills

5 years Required High level of interpersonal skills to work effectively with others, motivate employees and elicit work output

5 years Required Knowledge and understanding of Information Technology industry trends, directions and market experience; ability to relate them to own organization

5 years Required Knowledge of architectural concepts, principles, and tools relevant to infrastructure, information, applications, organizational structure, etc.

5 years Required Knowledge of emerging technologies (new to company systems as well as those that are new to the information systems industry)

5 years Required Knowledge of tools, techniques and good practices for protecting the integrity of corporate data and associated processing, company technology practices, standards and procedures

5 years Required Knowledge of solution delivery utilizing Agile or Scrum methodology

2 years Preferred Experience with Texas DIR Project Delivery Framework and document templates

2 years Preferred Familiarity with company's information architecture and information management methodologies

2 years Preferred Familiarity with the existing and planned software technology and the global, regional and local software architecture and infrastructure components
