Job Title:  Business Analyst – (IES, web-based solution)
Location:  Albany, NY (Hybrid - 3 days onsite)
Duration:  8 months (with potential for extension)
Estimated Start Date:  8/15/26
Hourly Rate: W2 $60-68/hour

Overview:

We are seeking a Business Analyst who will support our NYS client. The Business Analyst will conduct stakeholder requirements gathering sessions, analyze as-is and to-be Integrated Eligibility System (IES) requirements, and develop business analysis artifacts aligned with project standards. This role will work with agency administrators, local district subject matter experts, executive teams, and blended State/vendor teams to support IES implementation within project timelines and priorities.


Duties:
  • Conduct requirements gathering sessions with agency administrators, local district subject matter experts, executive teams, and other stakeholders.
  • Elicit, analyze, and document detailed as-is and to-be IES system requirements using the prescribed business analysis methodology.
  • Develop business and technical stakeholder artifacts, including business process flows, user stories, business rules catalogs, data dictionaries, wireframes, and specifications.
  • Manage requirements throughout the SDLC and align requirements with iterative/agile delivery practices, federal standards, conditions, and regulations.
  • Conduct work product peer reviews and assist with the internal review process by incorporating feedback and ensuring deliverables meet program standards.
  • Work with blended State and vendor teams to support project timelines, priorities, planning activities, roadmap execution, testing, and defect resolution as needed.

Mandatory Qualifications:
  • Level II Business Analyst with 4 to 7 years of experience as a Business Analyst.
  • 3 + years functioning as a business analyst in State governments within the Human Services domain, with a focus on fair hearings.
  • Experience conducting requirements gathering sessions, analyzing gathered requirements, managing requirements throughout the SDLC, and developing artifacts for business and technical stakeholders.
  • Experience developing business process flows, user stories, business rules catalogs, data dictionaries, wireframes, and specifications that align with program standards.
  • 3 + years of experience in an Integrated Eligibility System program implementing web-based applications for clients and workers.
  • Experience working within an iterative/agile development and delivery methodology and aligning requirements with federal standards, conditions, and regulations.


Desirable Qualifications:
  • 3 + years of experience as a Business Analyst independently drafting end-to-end business process optimization documentation for a web-based solution.
  • Experience as a Business Analyst working on fair hearings process modernization and collaborating with subject matter experts to refine requirements and develop a working product.
  • Experience acting as both a Business Analyst and Quality Assurance Tester, including assisting with project planning, roadmaps, test scenarios, manual test script execution, findings reporting, and defect resolution with internal and external stakeholders.
  • Ability to provide specific justification narratives that address how unique past projects and experience meet the requested qualifications.
