Position Overview

The client is seeking a Senior Application Architect specializing in SharePoint and Content Management Systems (CMS) to lead the architecture, design, implementation, and modernization of enterprise web platforms. The role focuses on SharePoint Online / Microsoft 365 ecosystem, public-facing CMS platforms, and enterprise integrations supporting government digital services.

The architect will be responsible for defining technical architecture, governance, integration frameworks, accessibility compliance, and modernization strategies while ensuring systems meet scalability, security, performance, and compliance requirements.

This role will support the Maryland Department of Health s web ecosystem, including health.maryland.gov and associated subsites, and lead architecture initiatives for future CMS migration and platform modernization.

Key Responsibilities

Enterprise Architecture & Solution Design

• Design and implement enterprise SharePoint and CMS architectures supporting internal collaboration and public-facing websites.
• Define architecture standards, design patterns, and governance models for web platforms.
• Lead architecture decisions across applications, infrastructure, integrations, and operations.
• Create current-state and target-state architecture documentation.

SharePoint / CMS Platform Management

• Architect and manage SharePoint Online / SharePoint enterprise environments.
• Support public-facing CMS platforms such as Drupal and other government CMS platforms.
• Develop reusable templates and architecture patterns.

Infrastructure & Integration

• Build and maintain backend applications and infrastructure for scalability and reliability.
• Manage integrations with enterprise systems, including:
• Salesforce
• Microsoft 365
• SharePoint
• Drupal
• Third-party platforms
• Support API integrations, authentication systems, and secure data exchange.

Automation & Workflow

• Build enterprise workflows using:
• Microsoft Power Platform
• Azure services
• Nintex
• Automate business processes and implement workflow governance.

DevOps & Deployment

• Manage code repositories using Git-based version control (GitHub, GitLab, Bitbucket).
• Implement CI/CD pipelines for controlled deployments.
• Support environment promotions across Dev, QA, and Production.

Security & Compliance

• Implement security architecture, access controls, and least privilege models.
• Ensure compliance with government accessibility standards:
• WCAG
• ADA
• Section 508

Operations & Support

• Provide Tier 2/3 technical support for production issues.
• Conduct root cause analysis and troubleshooting.
• Establish monitoring, alerting, and operational runbooks.

Stakeholder Collaboration

• Lead stakeholder discovery workshops.
• Translate business requirements into technical solutions and user stories.
• Support Agile/Scrum delivery teams.

Modernization & Migration

• Lead SharePoint to future CMS migration initiatives.
• Define content strategy, information architecture, and migration roadmap.

Knowledge Transfer

• Mentor internal teams on:

• Microsoft 365
• Power Platform
• Azure services
• Create training materials and user documentation.

Required Qualifications

Education

• Bachelor s Degree in:
• Computer Science
• Engineering
• Mathematics
• Related technical discipline
• Master s degree preferred.

Experience

• 10+ years IT application architecture and development experience.
• 6+ years designing and managing large-scale web platforms or CMS environments.
• Experience leading major enterprise application implementations.
