Overview

We are seeking a highly motivated IT Project Manager / Scrum Master to lead and deliver technology initiatives from inception through completion. This role combines project management, Agile leadership, and business analysis, requiring a strong ability to manage cross-functional teams, align stakeholders, and deliver high-quality solutions within defined timelines and budgets.

This position is part of a centralized IT Project Portfolio Management function, supporting multiple initiatives and ensuring alignment with organizational goals.

Key Responsibilities
  • Lead end-to-end project delivery, ensuring completion on time, within scope, and within budget
  • Plan, coordinate, and oversee all phases of project execution
  • Define project timelines, assign responsibilities, and track progress
  • Monitor and report project status to leadership and stakeholders
  • Collaborate closely with business and technical stakeholders to ensure alignment with requirements
  • Manage risks, issues, and dependencies while maintaining project momentum
  • Drive stakeholder communication and expectation management
  • Lead cross-functional teams with a high degree of ownership, creativity, and accountability
  • Ensure adherence to project governance, standards, and best practices


Basic Qualifications
  • Bachelor's degree in Computer Science, Software Development, Project Management, or equivalent experience
  • 5+ years of project management experience
  • 2+ years of Agile (Scrum) experience

  • Strong leadership and interpersonal skills with the ability to influence without direct authority
  • Experience in:
    • Requirements gathering and documentation
    • Business case development
    • Functional and process modeling
    • State transition and workflow design
  • Ability to define project scope, objectives, and deliverables aligned to business goals
  • Experience with gap analysis and vendor/product evaluation
  • Excellent communication skills (verbal, written, and client-facing)
  • Strong organizational and multitasking capabilities
  • Proficiency in Microsoft Office tools
  • Solid understanding of PMI methodologies and project management frameworks
  • Experience leading diverse teams and delivering complex projects


Core Project Management Activities
  • Develop and manage project charters and approvals
  • Create and maintain project documentation (scope, schedule, risks, estimates)
  • Identify and allocate required resources
  • Facilitate stakeholder meetings and working sessions
  • Implement:
    • Communication plans
    • Change management processes
    • Risk and quality management practices
  • Track project performance and address delays or blockers
  • Manage scope, schedule, and deliverable quality
  • Conduct project closeout activities, including lessons learned and feedback


Technical & Functional Capabilities
  • Experience with Azure DevOps (backlogs, user stories, task tracking)
  • Conduct process flow analysis and system evaluations
  • Support QA/QC activities and testing coordination
  • Capture and translate business requirements into technical solutions
  • Analyze existing applications and recommend improvements


Preferred Qualifications
  • Hands-on experience with Agile Scrum methodologies
  • Experience collaborating with developers and business users
  • Project Management certification (e.g., PMP, Scrum certification)
  • Experience in software testing and QA processes
  • Familiarity with:
    • Web Services and Windows Services
    • Microsoft SQL Server
    • Legacy systems (COBOL, CICS)
  • Ability to manage multiple projects simultaneously


Technical Environment
  • Agile software development lifecycle
  • MVC architecture

Technologies:

  • HTML, JavaScript, CSS, XML
