Job description:
The Division of Chronic Disease and Injury Prevention (CDIP) within the Philadelphia Department of Public Health is seeking a Web Developer to build and secure the back-end of a WordPress site to support the project''''''''s functions. The candidate will work with CDIP''''''''s UX/UI content manager to create a website with mobile support and usable interfaces using best practices, including meeting WCAG AA standards.

Work activities:
Build new website features and reusable components for the designated website.
Develop and maintain WordPress themes and plugins using PHP, HTML, CSS, and JavaScript.
Implement solutions that primarily follow the selected WordPress theme with limited customization.
Develop a website that can be easily maintained and updated without ongoing reliance on the original developer.
Apply security and accessibility best practices, leveraging WP Engine capabilities where applicable.
Work closely with cross-functional teams to ensure deliverables meet design, content, user experience (UX), and branding standards.
Collaborate with the UX/UI Content Manager to implement and optimize front-end functionality.
Partner with non-technical stakeholders to evaluate and implement new website features that align with business needs.

Ensure all development adheres to the City''''''''s Managed WordPress Guidelines.
Develop solutions that comply with web standards, accessibility guidelines, and WCAG AA requirements.
Identify and resolve bugs while maintaining clean, efficient, and maintainable code.
Perform ongoing website maintenance, including WordPress core, theme, and plugin updates.
Support the Content Manager with additional development enhancements following UX testing.
Build reusable, testable, and efficient code to support website functionality, including:
Rotating homepage banner (materials provided by PDPH).
Website-wide search functionality.
File sharing capabilities.
Mobile-responsive browsing experience.
Google Analytics integration.
WCAG AA compliance with additional accessibility features where applicable.
Support the successful delivery of the fully functional website.
Provide monthly maintenance, including technical support, minor enhancements, monitoring of WordPress, themes, and plugins, and serving as the liaison between WP Engine and the internal team.

Required Skills/experience:
Excellent communicator: Articulate jargon to general audiences (e.g., City departments and the public), explain the logic behind design decisions, craft compelling narratives about product work, write and speak clearly, and cultivate effective communication among team members.
Relationship-builder: Work with a variety of people and personalities, listen and ask questions to identify new design opportunities, and cultivate strong relationships to ensure seamless collaboration and continued project support. Be responsive through different stages and maintain communication to address any emergent issues.
Curious: Practice active listening, ask questions to get to the root of a problem, be open to receiving/giving constructive feedback, and have a sincere interest in learning new skills or growing old ones.
Three (3) or more years of experience in systems analysis, programming, and design BA/BS in Mathematics, Computer Science, Information Systems, or related field, or equivalent knowledge acquired by work experience and training.

Understanding of design principles
Familiar with accessibility principles
Flexibility to troubleshoot front-end concerns
Experience using translation frameworks
Familiar with performance, scalability, security, and testing applications.
Familiar with various design and architectural patterns.
Extensive coding knowledge in HTML/CSS, JavaScript, PHP
