Job Overview:

Requirement/Must Have:

  • Experience defining project scope and goals in collaboration with business stakeholders. (8+ years).
  • Experience developing project deliverables including project charters, business cases, briefing notes, status reports, risk logs, project closures, dashboards (8+ years).
  • Experience managing custom application development projects with at least 5 team members. (8+ years).
  • Experience managing multiple projects concurrently. (8+ years).
  • Experience successfully implementing IT solutions in an environment with project resources from across multiple teams or organizations. (8+ years).
  • Experience working as a Senior Program Manager on a large complex IT modernization program in an environment of similar size and complexity to the organization. (8+ years).

Responsibilities:

  • Provide subject matter expertise and recommendations on digital delivery, agile product development, and corresponding organizational transformation.
  • Assess and develop initiatives to grow and cultivate digital capability, capacity, and culture from the perspective of service transformation.
  • Advise, coach and lead product and platform team throughout project lifecycles, from initial discovery and concept to production and continuous improvement.
  • Advise and coach executive leadership teams on change to enable transformation in areas such as organizational structure, governance, capacity building, policy, infrastructure, and culture.
  • Create and present options, frameworks, models, and briefings for senior executives with regards to digital transformation, based on best and emerging practices and principles.
  • Facilitate strategic conversations to develop shared understanding and generate options for decision-making to align diverse stakeholder interests and goals.
  • Develop baseline and ongoing outcomes, key results, metrics, and other indicators.
  • Responsible for the coordination and implementation of projects part of the Justice Digital Program.
  • Oversee all aspects of the program.
  • Build an effective operating environment, define project objectives, scope, and guiding principles, conduct comprehensive analysis of the program, monitor and summarize progress of the project.
  • Build and maintain working relationships with stakeholders, project vendors, and departments involved in the project.
  • Prepare reports for management regarding status of project.
  • Compile program charters and business/project plans with clear objectives and expected project outcomes to support activities.
  • Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the organization s enterprise architecture.
  • Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications.
  • Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
  • Manage multiple tasks, project resources and project governance.
  • Conduct consultations with key internal stakeholders.
  • Work with project vendors to ensure effective project communication exists through the duration of the project including escalation of risks as required.
  • Take responsibility for ongoing client satisfaction.
  • Coordinate with leadership to develop well-defined project plans that clearly state the project s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
  • Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
  • Document and report project status against established objectives, milestones, budget and resources.
  • Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
  • Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
  • Develop related requirements documentation as required.
  • In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
  • Provide leadership and assistance to project teams that require change management and communication support.
  • Engage and establish positive working relationships with subject matter representatives across the organization.
  • Provide input and/or develop briefings for senior leadership as required.
  • Work within the standards defined by the project management office.

Nice to Have:

  • Currently active PMP or PGMP Certification as issued by the Project Management Institute or equivalent.
  • Experience conducting, facilitating and interpreting impact and risk assessments across multiple scenarios. (4+ years).
  • Experience creating and managing project forecast and actual budgets. (4+ years).
  • Experience developing and maintaining positive stakeholder relationships across the organization, including executive level. (7+ years).
  • Experience making decisions and recommendations on highly technical or complex issues without formal guidelines or precedents. (2+ years).
  • Experience working in or for the public sector. (3+ years).
  • Experience working with Mandated and Legislated Projects within short timelines. (4+ years).
  • Experience leading project governance, change management and communication activities. (5+ years).
  • Experience working with technical teams on complex IMT projects. (4+ years).
