Change Management Specialist - Remote / Telecommute

• The Change Management Specialist will provide strategic change leadership and support to the Program Information, Evaluation and Performance Branch.
• This role is responsible for developing and executing comprehensive change management strategies for priority ministry initiatives, ensuring successful adoption of data and digital transformation projects.
• The ideal candidate brings strong experience applying structured change methodologies, developing communications and training materials, and collaborating with senior leadership and cross-functional teams in complex environments.

Core Responsibilities:

• Provide strategic change management support for priority ministry initiatives.
• Develop and execute change management strategies and recommendations.
• Create project plans, presentations, and content to effectively execute change initiatives.
• Collaborate with business areas to develop schedules, estimate resources, and monitor work plans across multiple projects.
• Work closely with project sponsors, teams, vendors, and cross-ministry stakeholders.
• Conduct stakeholder assessments and develop stakeholder analysis documentation.
• Perform change impact assessments and readiness analyses.
• Develop and execute communication strategies, training strategies, and associated schedules.
• Support business analysts and project teams in implementing change plans.
• Identify and manage risks, issues, barriers, and escalation strategies related to change initiatives.
• Regularly report and present status updates to project leads and senior leadership.
• Plan and facilitate meetings for stakeholders at various organizational levels.
• Monitor change progress and recommend corrective or escalation actions when required.

• Bachelor s degree in a related field (required).
• PROSCI or CCMP certification (required).
• Minimum 5 years of experience developing and delivering communications and presentations to multiple organizational levels (Executive Management, Sponsors, Steering Committees, Managers, End Users).
• Minimum 5 years of experience developing and delivering training materials (documentation, computer-based training modules, training videos).

• Minimum 5 years of experience developing change management deliverables including:

  Change Strategy and Plans
• Training Strategy and Plans
• Stakeholder Impact Assessments
• Communication Strategy and Plans
• Minimum 5 years of experience applying structured change management principles, methodologies, and tools.
• Minimum 5 years of experience leading and facilitating stakeholder meetings.
• Minimum 5 years of experience using MS Project tools.
• Minimum 5 years of experience supporting data and digital transformation initiatives.

• 5+ years of experience managing projects within public sector or similarly complex organizations.
• 2+ years of experience working in or supporting the public sector.
• 5+ years of experience working with information management policies, directives, and guidelines.
• 5+ years of experience supporting the Children and Family Services Ministry or similar agencies.

• Strong strategic planning and organizational skills.

• Strong facilitation and presentation skills.
