DevSecOps Engineer (CI/CD & Release Automation)
HTC is seeking a DevSecOps Engineer to design, implement, and maintain secure, scalable, and automated delivery pipelines supporting the Public Health Data Portal Expansion. This role is critical in ensuring that application build, test, security, and deployment processes are seamlessly integrated into CI/CD workflows.
You will play a key role in enabling secure, repeatable, and production-ready releases across Development, Test, and Production environments, while supporting near-zero-downtime deployments and strong compliance practices.
Required Qualifications
- 6+ years of experience in DevOps or DevSecOps, preferably in web or data platform environments
- Strong hands-on experience with:
- Jenkins
- Azure DevOps pipelines
- Git branching strategies and release automation
- Experience implementing security controls in CI/CD pipelines (SAST, SCA, SBOM, etc.)
- Experience managing multi-environment deployments with controlled promotion workflows
- Hands-on experience with deployment strategies, including rollback, smoke testing, and monitoring/alerting
- Experience with AWS Secrets Manager and environment-specific configuration management
- Strong troubleshooting skills in CI/CD and deployment pipelines, especially in regulated environments
- Proven ability to collaborate across engineering, QA, architecture, and DevOps teams
Preferred Qualifications
- Experience working in public sector or healthcare environments
- Familiarity with accessibility compliance standards (e.g., WCAG)
- Experience supporting audit and compliance requirements in regulated environments
- Exposure to infrastructure-as-code and containerized deployments (e.g., Terraform, Docker, Kubernetes)
Key Responsibilities
CI/CD Pipeline & Release Automation
- Design and integrate build, test, and deployment workflows using Jenkins, Azure DevOps, and Git-based pipelines
- Configure and maintain build scripts, artifact packaging, versioning, and repository management
- Establish reliable, repeatable release processes across Dev, Test, and Production environments
- Coordinate release readiness across development, QA, and data engineering teams
- Automate deployment workflows to improve speed, consistency, and traceability
Security & Compliance in the Pipeline
- Implement and manage pipeline security controls including:
- SAST (e.g., PHP CodeSniffer)
- Software Composition Analysis (SCA)
- Software Bill of Materials (SBOM) generation
- Integrate automated accessibility testing tools (e.g., pa11y, axe-core) as required pipeline gates
- Support remediation workflows for DAST and penetration testing findings
- Ensure CI/CD processes align with OWASP standards and HTC security policies
Environment Management & Deployment Strategy
- Build and manage multi-environment deployment pipelines with controlled promotion (Dev Test Production)
- Implement blue-green or rolling deployment strategies for minimal downtime
- Configure automated post-deployment smoke tests and alerting mechanisms
- Develop and maintain automated rollback strategies for failed deployments
- Manage environment-specific configurations across the release lifecycle
Secrets, Configuration & Operational Support
- Manage credentials and secrets using AWS Secrets Manager and cloud-native tools
- Maintain environment-specific configuration practices (.env, parameter stores, etc.)
- Troubleshoot CI/CD pipeline issues and resolve build/deployment blockers
- Collaborate with DevOps teams for pipeline integration and access provisioning
- Support logging and monitoring using AWS CloudWatch and CloudTrail to meet audit and compliance requirements
