California state government or public-sector experience and PMP, CSM, PSM, or similar certification are strongly preferred.

Project Description:

California Agency is establishing a preapproved pool of qualified project-management professionals to support various business and technology initiatives. The selected resources may provide Project Management, Agile Delivery, and Scrum Master services.
Responsibilities may include leading cross-functional teams, coordinating with business, technical, and vendor stakeholders, maintaining project plans and schedules, managing risks and issues, facilitating meetings, tracking action items, and preparing status reports, dashboards, and executive-level briefings.
Candidates should have:
A bachelor’s degree in business, public administration, IT, organizational leadership, or a related field, or equivalent additional experience
At least seven years of project-management experience within the past ten years
At least seven years of experience leading cross-functional business, technical, and vendor teams
Healthcare project experience
Experience developing project charters, work plans, schedules, status reports, RAID logs, meeting materials, and action trackers
Experience preparing executive-level briefings and dashboards
Knowledge of Agile or hybrid delivery methods
Strong stakeholder-management, leadership, communication, and documentation skills

Minimum Qualifications:

Bachelor’s degree from an accredited college or university in business administration, public administration, information technology, organizational leadership, or a related field. Equivalent additional qualifying experience may be substituted for education on a year-for-year basis.
At least seven (7) years of experience within the past ten (10) years providing project management services for complex business or technology initiatives.
At least seven (7) years of experience within the past ten (10) years leading cross-functional project teams and coordinating activities across business, technical, and vendor stakeholders.
Demonstrated experience developing and maintaining core project management deliverables, including project charters, work plans, schedules, status reports, risk and issue logs, meeting materials, and action item trackers.
Demonstrated experience monitoring project scope, schedule, dependencies, risks, issues, and deliverables, and escalating concerns in a timely manner.
Experience facilitating meetings, documenting decisions, tracking follow-up actions, and communicating project status clearly to leadership and stakeholders.
Experience preparing executive-level briefings, dashboards, status summaries, and decision-support materials.
Experience working in health care environments that use structured project management practices and, where applicable, Agile or hybrid delivery methods.
Working knowledge of Agile principles and the ability to coordinate with Scrum Masters, product owners, technical teams, and business stakeholders as needed.
Demonstrated ability to manage multiple assignments, adapt to changing priorities, and maintain quality and timeliness of deliverables.
Strong written and verbal communication skills, including the ability to prepare clear, concise, and professional documentation.
Ability to provide services in compliance with direction, timelines, approval requirements, and deliverable review processes.
Demonstrated ability to lead, influence, and drive decisions without direct authority.

Desirable Qualifications:

Project management experience supporting California state government or another public-sector entity.
Current Project Management Professional (PMP), Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or comparable industry-recognized certification.
Experience managing projects involving enterprise applications, digital services, business process improvement, organizational change, procurement support, or vendor coordination.
Experience supporting projects that require coordination across executive leadership, program areas, operations teams, and information technology teams.
Experience using Agile, hybrid, or iterative delivery approaches to plan work, manage priorities, and support incremental delivery.
Experience identifying process gaps, recommending practical improvements, and helping teams implement more efficient project controls or governance practices.
Experience onboarding quickly into a new project environment and becoming effective with minimal ramp-up time.
Demonstrated ability to work collaboratively, exercise sound judgment, and maintain professionalism in sensitive or high-visibility assignments.
Familiarity with public benefits, consumer-facing service environments, or other programs with complex policy, operational, and stakeholder considerations.
