Job Description:

We are seeking an experienced Functional Tester with strong Health and Human Services (HHS) and Integrated Eligibility (IE) testing experience. The ideal candidate will have a minimum of 3 years of end-to-end software testing experience, including test planning, test case development, execution, defect management, and validation of complex eligibility systems supporting public assistance programs.

Required Qualifications:

Minimum 3+ years of end-to-end software testing experience.
Strong experience testing Health and Human Services (HHS) systems.
Hands-on experience with Integrated Eligibility (IE) rules testing.
Experience testing public assistance programs including:

• TANF (Cash Assistance)

• Medicaid (Medical Assistance)

• SNAP (Food Benefits)

• Child Care Programs
  Strong understanding of software testing methodologies including:

• Black Box Testing

• White Box Testing

• Regression Testing

• Coverage Testing
  Experience testing:

• Batch processes

• Interfaces and integrations

• Flat files

• SOAP UI services

• Reports

• Security roles (coarse-grain and fine-grain)

• Data conversion and migration
  Proven experience reviewing requirements and system documentation to identify test objectives and develop test scenarios.
  Experience creating, updating, and executing functional and regression test cases for web-based applications.
  Ability to independently write and modify SQL queries to validate backend data and database results.
  Experience supporting web-based modernization or legacy system replacement projects.
  Excellent verbal and written communication skills.
  Strong analytical, troubleshooting, and problem-solving skills.
  Ability to manage multiple priorities and work effectively in a fast-paced environment.
  Ability to work independently and collaborate across multiple teams.

Preferred Qualifications:

Experience with Test Automation tools and frameworks.
Experience working in Agile, Waterfall, RUP, or Lean development environments.
Hands-on experience using Azure DevOps for test management and execution.
Bachelor s Degree or higher in Computer Science, Information Systems, or a related field.

Key Responsibilities:

Review business and system requirements documentation.
Identify testing objectives and develop comprehensive test scenarios and test cases.
Execute functional, integration, and regression testing for web-based applications.
Validate eligibility rules and business processes for HHS programs.
Analyze test results and document defects with clear reproduction steps and supporting evidence.
Perform database validation using SQL queries.
Test interfaces, batch jobs, reports, data conversions, and security roles.
Collaborate with business analysts, developers, and project teams to resolve defects and clarify requirements.
Participate in test case peer reviews and quality assurance activities.
Support release validation and regression testing efforts.
