The position leads initiatives throughout the full delivery life cycle, including discovery, selection, initiation, planning, execution, product development, testing, deployment, adoption, stabilization, transition to operations, evaluation, and closure. Responsibilities include establishing appropriate governance structures; defining scope, objectives, deliverables, schedules, budgets, resource requirements, and success measures; and ensuring that work is completed in accordance with applicable quality, privacy, security, confidentiality, accessibility, regulatory, and operational requirements.
This position coordinates business, program, product, technical, data, privacy, security,

This includes collaborating with management and subject-matter experts to improve the collection, governance, protection, integration, accessibility, quality, reporting, evaluation, and effective use of public health data.
The position develops and maintains project plans, program plans, product roadmaps,
implementation strategies, annual action plans, schedules, resource plans, risk and issue
registers, decision logs, dependency maps, status reports, performance measures, and other delivery documentation. The incumbent identifies and manages risks, issues, assumptions, constraints, dependencies, and critical pathways across initiatives with shared or overlapping functions.
The position applies knowledge of systems, data, business processes, and program
operations to develop and implement solutions that improve efficiency, streamline data
collection and reporting, strengthen decision-making, enhance service delivery, and improve program outcomes. The incumbent consults with managers and leadership on complex operational, technical, data-related, and delivery matters and translates organizational priorities into actionable plans.
Responsibilities also include leading organizational readiness and implementation activities, such as business-process analysis, requirements management, user acceptance testing, data migration, training, communications, change management, deployment planning, production readiness, post-implementation support, benefits realization, and transition to ongoing operations.
