Job Summary

We are seeking an experienced HR/Payroll Systems Services Leader to support and manage the Ohio Administrative Knowledge System (OAKS). This role will act as the primary liaison between business stakeholders, IT teams, and Managed Services Vendors (MSV), ensuring efficient delivery, system performance, and continuous improvement of HR/Payroll systems.


Key Responsibilities

< data-start="677" data-end="717">Operational & Vendor Management
  • Serve as the primary interface between business stakeholders and Managed Services Vendors (MSV)
  • Own service delivery, execution, and performance across operations and project portfolio
  • Manage customer relationships, expectations, and business priorities alignment
  • Oversee requirements analysis, documentation, and system enhancements
  • Approve enhancements, production migrations, and manage escalation of critical issues
  • Lead capacity planning, pipeline management, and operational governance

< data-start="1260" data-end="1296">Procurement & Documentation
  • Develop and manage RFPs, SOWs, and Change Requests
  • Coordinate MSV discretionary hours for system enhancements
  • Provide regular system status reports and communication on outages/events

< data-start="1507" data-end="1531">Team Leadership
  • Lead and supervise a team of IT systems professionals and contractors
  • Drive collaboration across business, IT, security, and vendor teams
  • Ensure SLA compliance and operational excellence
  • Identify and implement process improvements

< data-start="1801" data-end="1828">Project Management
  • Act as Project Manager for OAKS HR/Payroll initiatives
  • Manage multiple projects across modules like:
    • Payroll, Benefits, HR, Performance Management
    • Time & Attendance (UKG Kronos)
    • Learning & Recruiting (Cornerstone)
  • Track project progress, financials, and vendor performance
  • Approve deliverables and coordinate testing and deployment activities
  • Provide executive-level reporting and updates

Required Qualifications

  • 3+ years of ERP Project Management experience
  • Strong experience with PeopleSoft HCM 9.2 including:
    • HR, Payroll, Benefits, Time Management
    • ePerformance, Position Management, Employee Data
  • Experience in application management/outsourcing (MSV model)
  • Excellent communication skills in large/complex organizations

Preferred Qualifications

  • Experience with UKG Kronos (Timekeeping systems)
  • Knowledge of Document Management systems (OnBase)
  • Experience with Taleo / Cornerstone LMS
  • Public sector/government experience
  • Experience working with Tier-1 System Integrators
  • Exposure to system upgrades, patches, and bundles
  • Bachelor’s degree (4-year college)
  • Certifications:
    • PMP
    • PeopleSoft Certification
    • ITIL
