Senior Project Manager – State of Texas Software Projects
Location: Hybrid, Austin, Texas, from anywhere in Texas
Engagement: Long-term project
About the role
We are seeking an accomplished Project Manager for a Hybrid contract position leading complex software initiatives for a State of Texas agency. The ideal candidate has deep experience delivering enterprise applications in the public sector, provides strong Agile coaching and leadership, and excels at guiding multi-vendor, multi-stakeholder programs to successful outcomes.
Key responsibilities
· Own end-to-end delivery of software projects across the SDLC, meeting scope, schedule, budget, and quality goals
· Establish and scale Agile practices; coach teams and product owners; drive continuous improvement
· Serve as Jira Project Administrator: design and maintain workflows, schemes, fields, permissions, dashboards, boards, and automation
· Lead stakeholder and vendor management; facilitate governance, steering, and executive reporting
· Manage risks, issues, dependencies, and change control with clear, proactive communication
· Produce and maintain core project artifacts (project plans, schedules, roadmaps, status reports, release plans)
· Coordinate release management, testing/QA, UAT, and deployment readiness
· Ensure compliance with State of Texas standards and policies, including security, privacy, and accessibility
Required qualifications
· 10+ years of technology project management with a focus on software development
· 8+ years as an Agile coach/leader (Scrum, Kanban, SAFe or similar)
· 8+ years of hands-on software development experience or equivalent technical depth
· 8+ years as a Jira Project Administrator supporting large programs
· 8+ years delivering projects within a State of Texas agency or comparable state government environment
· Proven success leading multi-million-dollar, multi-vendor programs and influencing executive stakeholders
· Excellent communication, negotiation, and organization skills
Preferred qualifications
· Familiarity with the Texas Project Delivery Framework (TPDF) and Texas DIR processes
· Knowledge of Section 508/TAC 213 accessibility, information security, and data privacy requirements
· Certifications: PMP; PMI-ACP, CSM, or SAFe
· Tools expertise: Confluence, MS Project, Power BI, ServiceNow, Azure DevOps
