Location: Montgomery, AL (100% Onsite)
Duration: Long-Term Contract
Work Schedule: Monday-Friday, Business Hours
Pay Rate: $48/hour on W2

Position Summary

The State of Alabama Medicaid Agency is seeking an experienced Senior Privacy Analyst to support the organization's privacy and compliance initiatives. This individual will play a critical role in ensuring compliance with federal and state privacy regulations, including HIPAA, HITECH, and Medicaid-specific requirements. The ideal candidate will possess strong analytical skills, experience conducting privacy risk assessments, investigating incidents, developing policies, and collaborating with business and technical teams to strengthen the agency's privacy program.

This position requires the ability to work independently while partnering with legal, compliance, security, and business stakeholders to safeguard protected health information (PHI) and personally identifiable information (PII).

This position is 100% onsite in Montgomery, Alabama. Remote work is not available.

Responsibilities

  • Support and maintain the agency's enterprise privacy program.
  • Ensure compliance with HIPAA Privacy Rule, HITECH Act, CMS requirements, and applicable state and federal regulations.
  • Conduct privacy impact assessments (PIAs) and privacy risk assessments.
  • Investigate potential privacy incidents and data breaches from intake through resolution.
  • Assist with breach notification determinations and documentation.
  • Develop, review, and update privacy policies, standards, procedures, and guidelines.
  • Collaborate with Information Security, Legal, Compliance, and business units on privacy initiatives.
  • Review new systems, applications, and business processes for privacy compliance.
  • Provide guidance regarding collection, use, sharing, retention, and disposal of sensitive information.
  • Monitor regulatory changes and recommend updates to agency privacy practices.
  • Participate in audits and compliance assessments.
  • Develop privacy awareness materials and assist with workforce training.
  • Maintain documentation and metrics related to privacy compliance activities.
  • Prepare reports and presentations for leadership.

Required Qualifications

  • Bachelor's degree in Information Systems, Cybersecurity, Healthcare Administration, Business, Legal Studies, or a related field.
  • 7+ years of experience in privacy, compliance, information security, healthcare compliance, or related disciplines.
  • Strong knowledge of:
    • HIPAA Privacy Rule
    • HIPAA Security Rule
    • HITECH
    • Protected Health Information (PHI)
    • Personally Identifiable Information (PII)
    • Privacy risk management
  • Experience conducting privacy investigations and incident response.
  • Experience developing and interpreting privacy policies and procedures.
  • Excellent written and verbal communication skills.
  • Strong analytical, organizational, and problem-solving abilities.
  • Experience working with cross-functional teams and executive stakeholders.

Preferred Qualifications

  • Certified Information Privacy Professional (CIPP/US)
  • Certified Information Privacy Manager (CIPM)
  • Certified Information Systems Security Professional (CISSP)
  • Certified Information Security Manager (CISM)
  • Experience with Medicaid, CMS, or other state government healthcare programs.
  • Experience supporting privacy compliance in a public sector environment.
  • Knowledge of NIST Privacy Framework and NIST Cybersecurity Framework.
  • Experience with governance, risk, and compliance (GRC) platforms.
