Background:
The Maryland Department of Health (MDH) is modernizing its Medicaid Enterprise System (MES) under the MMIS Modular Transformation (MMT) Program, replacing a legacy mainframe MMIS with independently certified modules. The integration layer (the enterprise service bus, APIs, and messaging) is the connective tissue across these modules
and external trading partners, and must remain secure, reliable, and compliant. As Red Hat Fuse reaches end of support, this role both sustains the current Fuse-based integrations and leads their migration to a supported, container-based platform. The individual must be an excellent communicator, tactful diplomat, problem solver, and out of the box thinker – with the ability to understand and respond to customer and business needs in rapidly changing business environment.
Duties/Responsibilities:
MDH is seeking an Integration Developer to support the MMT Program’s enterprise integration, ESB, and modernization work. The Integration Developer’s responsibilities will include:
· Design, develop, test, and support integration services and message routes on the JBoss / Red Hat Fuse ESB using Apache Camel, supporting Medicaid claims, eligibility, member, provider, and pharmacy data flows.
· Plan and execute the migration of existing Fuse 7 / Apache Karaf (OSGi) integrations to the Red Hat build of Apache Camel on Quarkus or Spring Boot, deployed to OpenShift / Kubernetes.
· Build and maintain RESTful and SOAP web services, HL7 / FHIR healthcare interfaces, and X12 EDI transactions (e.g., 837, 835, 834, 270/271, 276/277, 278) across modules and trading partners.
· Apply Enterprise Integration Patterns (EIP), data transformation and mapping (XML, JSON, XSLT, EDI), and event-driven messaging (JMS, Red Hat AMQ, Apache Kafka).
· Interact with MDH business and technical stakeholders to translate business context into integration designs and technical requirements, and support client / UAT testing.
· Build and maintain CI/CD pipelines and automated tests for integration artifacts using Git, Jenkins / GitLab CI, and Maven; manage configuration and environment promotion.
· Monitor, troubleshoot, and resolve production integration issues with minimal guidance; perform root-cause analysis and participate in incident response.
· Produce interface control documents (ICDs), runbooks, and design artifacts; collaborate with module vendors and the System Integrator to ensure end-to-end interoperability.
Education:
A Bachelor's Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related technical discipline is required. A Master's Degree is preferred.
Minimum Qualifications:
· At least 7 years of hands-on experience as an integration developer building and supporting enterprise integration solutions.
· At least 3 years of hands-on experience with JBoss / Red Hat Fuse ESB and Apache Camel.
· Demonstrated experience migrating Fuse / Apache Karaf (OSGi) integrations to Apache Camel on Quarkus or Spring Boot (or comparable legacy-to-microservices integration migration).
· Strong shell scripting (Bash) and Linux skills, with deep knowledge of Enterprise Integration Patterns, SOA, REST / SOAP services, and data transformation.
· Hands-on experience with containerization and orchestration (OpenShift / Kubernetes, Docker) and DevOps / CI-CD tooling (Jenkins / GitLab, Maven, Sonar, Git).
· At least 2 years of hands-on experience with at least one competing integration platform such as MuleSoft, IBM App Connect / WebSphere, or Oracle SOA / Fusion.
General Experience:
· Extensive experience designing and developing integration and data-transformation solutions (XML, XSLT, JSON, X12 EDI) between heterogeneous systems.
· At least 5 years of experience developing and consuming APIs (RESTful and SOAP); HL7 / FHIR healthcare interfaces preferred.
· Working knowledge of message-oriented middleware and event streaming such as JMS, Red Hat AMQ / ActiveMQ, and Apache Kafka.
· Knowledge of the Spring Framework / Spring Boot and / or Quarkus runtimes.
· Experience working in cloud platforms and services such as Amazon Web Services, DevOps, and containerized cloud environments.
Preferred Qualifications:
· Experience in the Health & Human Services / Medicaid (MMIS / MES) domain.
· AWS Certified Solutions Architect (Associate) certification.
· Red Hat Certified Specialist in Camel Development, or equivalent integration / ESB certification.
· Working knowledge of HIPAA EDI (X12) and HL7 / FHIR healthcare data standards.
· Familiarity with CMS MITA, the Medicaid Enterprise Certification Toolkit (MECT), and modular certification
