Job Description:
General Engineering Technician

Location: Tulsa, Oklahoma (Onsite)

Role Overview

This role manages end-to-end roadway permitting and access approvals for power innovation projects, ensuring compliance with local, state, and railroad requirements. Responsibilities include developing permitting and access strategies, coordinating across multiple teams, and negotiating various agreements. The position serves as a technical advisor on traffic engineering, haul routes, and railroad engineering standards to support safe project execution.

Key Responsibilities
  • Develop and execute roadway and railroad permitting strategies for power innovation projects.
  • Partner with Engineering Project Managers, Environmental Permit Managers, and consultants to identify and site public road crossings, driveway entrances, and access points.
  • Plan contractor haul routes and access logistics, incorporating weight-restricted roads, bridges, and local roadway constraints.
  • Interface with local and state agencies to align on traffic engineering, public safety, roadway conditions, and maintenance.
  • Negotiate Road Use Management Agreements (RUMA), Right of Entry (ROE) agreements, and Railroad Crossing Agreements.
  • Track permit conditions through construction closeout and roadway restoration.
Required Qualifications

Education: A Bachelor's degree is required.

Experience: A minimum of five years of environmental experience is required.

Technical Skills: Proficiency in Microsoft Office applications and general PC skills are necessary.

Preferred Qualifications
  • Familiarity with maintenance-of-traffic planning, oversize/overweight permitting systems, bonding/insurance requirements, and contract administration.
  • Proven ability to negotiate agreements that balance risk, cost, and stakeholder expectations.
  • Strong working knowledge of roadway construction methods and restoration standards.
  • Experience coordinating with local/state agencies and railroad representatives; comfortable presenting at public meetings.
  • Demonstrates excellent organizational and interpersonal skills.
