Leads Workstream 1 (Program Mobilization and Governance) — establishes engagement structure, stakeholder alignment, governance cadence, and decision tracking. Serves as primary clients point of contact with Y-12 leadership and Carahsoft. Chairs executive checkpoint reviews and steers the Phase 0 engagement toward the transformation blueprint and ROM deliverables. Owns the executive recommendation package and Phase 1 mobilization plan (Workstream 11)
