Overview
We are seeking an experienced Oracle Cloud Finance Functional Consultant to lead full lifecycle implementations for complex Oracle ERP projects within the Public Sector.
This role requires deep functional expertise across Oracle Financials Cloud modules, strong leadership capabilities, and hands-on experience delivering large-scale ERP transformations for federal, state, or local government clients.
Must-Have Requirements
- 2–3 Public Sector Oracle projects (U.S. experience required)
- Proven experience in Oracle Cloud/Fusion Finance implementations within the Public Sector
- Strong experience with Projects & Grants (Public Sector)
- Willingness to work hybrid in Washington, D.C.
Key Responsibilities
Implementation & Delivery
- Lead end-to-end Oracle Cloud Finance implementations (initiation through post-go-live support)
- Conduct fit-gap analysis and design business processes aligned with client requirements
- Manage full ERP lifecycle: requirements gathering, configuration, testing, training, and deployment
- Develop and maintain Configuration Workbooks (CWB), Functional Design Documents (FDD), and solution documentation
- Support data conversion, validation, reconciliation, and cutover activities
Functional Expertise
- Configure and support Oracle Financials Cloud modules, including:
- General Ledger (GL)
- Financial Accounting Hub (FAH)
- Accounts Payable (AP)
- Accounts Receivable (AR)
- Procurement (PO)
- Fixed Assets (FA)
- Financial Analytics
- Ensure alignment with Public Sector accounting standards and compliance requirements
Client & Stakeholder Engagement
- Act as a trusted advisor to client stakeholders across finance, IT, and leadership teams
- Lead workshops and working sessions with Public Sector agencies
- Translate business and regulatory requirements into Oracle Cloud solutions
- Collaborate with technical teams to support integrations with third-party systems
Required Qualifications
- 12+ years of Oracle ERP implementation experience
- 8+ years leading Oracle Cloud Finance projects and teams
- Strong expertise in Oracle Financials Cloud modules (GL, FAH, AP, AR, PO, FA)
- Hands-on experience with data migration, integrations, and system interfaces
- Proven experience delivering large-scale ERP implementations in the Public Sector
- Strong communication and stakeholder management skills
Preferred Qualifications
- Experience with Projects & Grants accounting in government environments
- Familiarity with federal/state compliance frameworks (GASB, OMB, etc.)
- Prior experience working in consulting or large enterprise transformation programs
