Position Overview
We are seeking an experienced Senior IT/Technology Project Manager with GIS project experience to lead a complex, large-scale, multi-year GIS modernization and implementation initiative.
The project is currently in the design phase, with a third-party consulting partner assessing the existing GIS environment, system architecture, data readiness, implementation approach, timeline, and costs. The incoming Project Manager will take ownership of the initiative, bring the design phase to a successful close, support business case development and approval, and lead the project through implementation, go-live, and closeout.
This is a hands-on project leadership role, not a project administrator position. The ideal candidate combines strong enterprise technology project management experience with demonstrated GIS project experience, preferably involving ArcGIS, GIS modernization, platform migrations, or utility-related GIS environments.
The successful candidate will be comfortable stepping into a complex project already in progress, identifying gaps and dependencies, establishing a realistic execution plan, and driving internal teams and external vendors toward measurable outcomes.
Key Responsibilities
- Lead a large-scale GIS technology initiative from the current design phase through business case approval, implementation, go-live, and project closeout.
- Quickly assess project status, existing challenges, risks, resource constraints, dependencies, and priorities.
- Develop a realistic implementation roadmap and integrated project plan.
- Build and maintain detailed, resource-loaded project schedules using Microsoft Project, including tasks, durations, owners, dependencies, milestones, critical paths, baseline dates, forecast dates, and resource constraints.
- Coordinate work across GIS teams, IT groups, architects, business stakeholders, operational teams, consulting partners, and implementation vendors.
- Lead scope, schedule, risk, issue, dependency, resource, and escalation management.
- Proactively identify obstacles and drive timely resolution.
- Establish clear ownership, delivery expectations, and measurable commitments across project workstreams.
- Hold third-party vendors, consultants, and system integrators accountable for deliverables, schedules, and project outcomes.
- Lead project governance activities within a structured Waterfall SDLC and stage-gate environment.
- Translate complex GIS and technical information into clear business decisions and executive-level communications.
- Provide consistent and transparent project reporting to leadership and executive sponsors.
- Support development of the project business case, including implementation scope, timelines, resources, costs, and overall feasibility.
- Determine realistic scope and priorities for initial implementation phases.
- Lead planning around system migration/conversion, testing, cutover, training, operational readiness, and transition to ongoing operations.
- Build stakeholder alignment and drive decisions across multiple business and technology groups.
Required Qualifications
- 5+ years of IT/Technology Project Management experience, with 10+ years strongly preferred.
- Demonstrated experience managing GIS-related technology projects.
- Proven success delivering complex, large-scale enterprise technology/software projects.
- Experience leading projects from initiation and planning through implementation, go-live, and closeout.
- Experience managing enterprise software implementations, upgrades, migrations, or conversions.
- Experience with commercial/vendor-built software or COTS implementations.
- Strong knowledge and practical experience with Waterfall SDLC and structured project delivery methodologies.
- Experience working within stage-gate/project governance processes.
- Strong hands-on proficiency with Microsoft Project.
- Demonstrated ability to create and manage detailed, resource-loaded project schedules.
- Strong experience managing third-party vendors, consulting partners, and/or system integrators.
- Proven ability to manage project risks, issues, dependencies, scope, schedules, resources, and escalations.
- Ability to drive execution, challenge assumptions when appropriate, remove obstacles, and hold teams accountable for commitments.
- Strong executive-level written and verbal communication skills.
- Ability to communicate effectively with both technical and nontechnical stakeholders.
- Demonstrated ability to independently lead complex initiatives with minimal oversight.
- Strong systems-thinking, critical problem-solving, organizational, and prioritization skills.
Preferred Qualifications
- Experience with ArcGIS, Esri products, or ArcGIS Utility Network.
- Experience leading GIS platform modernization, migration, conversion, or implementation projects.
- Electric, gas, or broader utility industry experience.
- Experience with GIS systems that integrate with multiple enterprise applications and business functions.
- Experience leading business or technology transformation initiatives.
- Organizational change management experience.
- Experience with enterprise system cutovers, data migration, operational readiness, and end-user adoption
