Agency: Information Technology Services (ITS) supporting the NYS Dept. of Taxation and Finance.
Location: WA Harriman CampBldg 8, Albany, NY 12227.
Duration: 30 Months.
Target Start Date: May 22, 2026.
Telecommuting: 40% remote allowed only after an initial 4-month period of 100% on-site work for training and access setup.
Work Hours: 8:00 AM – 4:30 PM (includes a 30-minute unpaid lunch).
Security Requirements: Mandatory ITS Security Agreements and a fingerprint-based background check.

Day-to-Day Tasks

The Software Architect is responsible for the full System Development Life Cycle (SDLC). Daily activities include:

Technical Leadership: Playing a lead role in modernization projects and coordinating technical solutions across various support groups.
Design & Analysis: Leading requirements gathering sessions, performing system design, and developing technical design documents and program specifications.
Development & Testing: Coding, conducting unit and integration testing, and writing/tuning complex SQL.
Application Optimization: Performance tuning for both new and existing applications to ensure system efficiency.
Support & Mentorship: Providing technical support for user testing, resolving production issues, and mentoring junior staff.
Communication: Presenting technical solutions and progress reports to management and stakeholders.

Requested Qualifications

Candidates are evaluated on a point-based scale (80 points total for qualifications):

Taxation Systems (15 Points): 84 months of experience with a Government Taxation organization, specifically in technical design and support of Tax Accounting Systems.
COBOL & IBM Mainframe (10 Points): 84 months of COBOL programming experience within an IBM Mainframe environment.
IBM DB2 for LUW (10 Points): 36 months experience with DB2 for LUW involving large databases (1TB+) and using XQuery.
IDMS & DMLO (10 Points): 84 months experience with IDMS and DMLO in a mainframe setting.
APS & CICS (10 Points): 84 months experience with Application Productivity System (APS) and CICS.
IBM MQ Series (5 Points): 84 months experience with IBM MQ Series.
IBM DB2 for z/OS (5 Points): 84 months experience with DB2 for z/OS using complex database structures.
MVS JCL (5 Points): 84 months experience with IBM MVS JCL.
TSO (5 Points): 84 months experience with TSO in a mainframe environment.
Performance Tuning (5 Points): 84 months of application performance analysis and tuning.
