The Work

The Test Lead is responsible for developing, managing, and executing all testing activities for clients business transformation and technology modernization efforts. This position ensures testing rigor across system integration, business process transformation, and organizational readiness. Key focus areas include strategic test planning, risk-based coverage of enterprise and agency requirements, coordination with cross-functional stakeholders, and the application of modern test management tools and automation to support project quality and compliance.

Responsibilities

  • Develop and maintain comprehensive test strategies and plans that reflect all phases of the OneWA program, including phase-specific approaches and integration with evolving requirements.
  • Continuously update and manage the WaTech OneWA Test Plan to ensure coverage of current program timelines, scope, and testing methodologies.
  • Utilize Azure DevOps (ADO) as the authoritative platform for test management, dashboard creation, defect tracking, status reporting, and documentation.
  • Define and monitor test metrics and KPIs, ensuring that testing activities align with project quality standards and risk management objectives.
  • Collaborate with OneWA Program stakeholders, including the program's testing director and test leads, to develop, pilot, and refine testing concepts and strategies.
  • Evaluate OneWA requirements and user stories to determine test coverage priorities via risk-based assessments.
  • Identify and prioritize high-risk use cases, focusing resources on scenarios with the greatest business and integration impact.
  • Plan and coordinate resource allocation, schedules, dependencies, and risk mitigation across all WaTech and vendor testing activities.
  • Sequence and manage multi-party testing events, facilitating coordination between WaTech, OneWA, and external vendor teams.
  • Communicate testing status, risks, readiness, and progress effectively to inform leadership, stakeholders, and decision-makers.
  • Develop formal documentation for all testing approaches, including priorities, assumptions, constraints, and program-level alignment.
  • Assess testing artifacts, identify and remediate gaps, and lead execution of testing for remaining project phases, including readiness for go-live and cutover.
  • Define test coverage for end-to-end, integration, and WaTech-specific scenarios to ensure thorough validation of legacy, new, and integrated workflows.
  • Develop and maintain a centralized repository of test cases within Azure DevOps, supporting traceability and audit requirements.
  • Establish and manage a Requirements Traceability Matrix (RTM) to map test cases to requirements and risks, validating comprehensive coverage.
  • Plan and oversee execution of all test cases, managing coordination with subject matter experts and consolidating results for analysis and reporting.
  • Manage the defect lifecycle: reporting, assignment, tracking, retesting, closure, and coordination with developer/technical teams for prompt resolution.
  • Define defect severity and prioritization; conduct routine triage meetings to drive resolution timelines and protect scheduled cutover.
  • Develop and implement test data and environment management strategies, including test data preparation, environment stability, and compliance with WaTech privacy standards.
  • Recommend and support test automation tools/frameworks, author automation scripts, and integrate automation into appropriate phases and scenarios to maximize efficiency and accuracy.
  • Monitor key metrics for testing progress and quality, identifying root causes and performance gaps for ongoing improvement.
  • Produce timely and comprehensive project communications and reporting (Word, PowerPoint, website updates, dashboards).
  • Lead and facilitate regular/ad-hoc meetings, actively participating in cross-team and stakeholder forums.
  • Support cutover planning and execution, overseeing readiness reviews, milestone tracking, and escalation management.
  • Escalate risks/issues as needed, and provide status reporting and recommendations to client leadership for informed decision-making.

Qualifications

Here's What You Need
  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or a closely related discipline.
  • Relevant professional experience in program or portfolio level coordination and technical and project management
  • Mastery of test case design techniques and tools
  • Minimum of ten years as software testing or development lead for large-scale SaaS implementations Experience with large, complicated enterprise resource planning (ERP) implementations is required
  • Minimum of ten years of experience of test automation frameworks, scripting languages, and tools for efficient test automation and coverage
  • Experience creating comprehensive test plans and a strong knowledge of software testing methodologies, tools, and frameworks
  • Skilled in defining test scenarios, electing appropriate test data, and ensuring comprehensive test coverage
  • Strong analytical skills to identify potential vulnerabilities and define appropriate test coverage for optimal defect identification and resolution
  • Proficient utilizing Azure Dev Ops (ADO)
  • Experience and knowledge of cutover planning and execution principles and necessary activities
  • Experience with testing SaaS solutions and integration testing (e.g., API, data migration) using test automation tools and frameworks
  • ISTQB, CSTE, or similar professional testing certification highly desired.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Must be a Self-starter, that can work independently and as part of a team.
