Required Skills
10+ years of experience managing large-scale IT programs, including procurement, vendor management, and system integration initiatives
7+ years of experience with Medicaid Enterprise Systems (MES) and Medicaid Management Information Systems (MMIS)
Strong knowledge of Texas Medicaid and CHIP processes, policies, and operations
Experience leading Medicaid modernization and MMIS transition projects
Project Management Professional (PMP) certification
Prior experience with Texas Health and Human Services (HHS) or Texas Medicaid programs
Experience with large-scale government healthcare modernization initiatives
Job Description:
The Worker will be will perform system integrator functions for the Medicaid Enterprise Systems from an IT perspective, ensuring the Claims Administration, Business Operations, and Applications and Maintenance vendors work together for the successful implementation of the modernized Medicaid Management Information System (MMIS). This position will oversee the sub-projects and provide a programmatic view of the overall health of the transition. The PM will report to governance committees, including the MMIS Executive Steering Committee on status across the transition projects. The Program Manager will ensure trading partners are aware of critical path dependencies, integration points and oversee testing plans. This position will work closely with the Medicaid / CHIP Program Area, Project Portfolio Manager and the Director, Medical and Social Services.
This will be a key role in ensuring the success of the MES Modernization transition.
The Program Manager, IT Medicaid Modernization will be responsible for :
Development and maintenance of integrated MES project timelines
In collaboration with Medicaid CHIP program, identification and definition of critical path dependencies between MES Modernization projects
Communicating status between Medicaid Program area, IT, current MMIS vendor, data center services vendors, and selected MES service providers
Communicating statusof program initiatives to HHS leadership, including executive steering committees
SKILLS AND QUALIFICATIONS (Required)
Minimum (Required):10 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.
