Candidate Profile

  • Located in Olympia or Greater Seattle Area (mandatory).
  • 8+ years of IT Business Analysis experience, with at least 3 years in solution architecture modernization projects.
  • Skilled in partnership, facilitation, and documentation as outlined in section 3.1.3 of the SOW.
  • Strong track record of delivering decisionsupport documentation for executive stakeholders.
  • Ability to work collaboratively with IT staff, business teams, and contracted architects.

Role Overview

The Washington State Office of the Secretary of State (OSOS) seeks an expert IT Business Analyst to support the Corporations and Charities Division s Solution Architecture Modernization (SAM) Project. This role is critical in shaping two cloudbased solution options for the modernization of the Corporations and Charities Filing System (CCFS). The Business Analyst will partner with the Solution Architect, IT staff, and business stakeholders to ensure requirements are clearly defined, risks are identified, and deliverables align with business and technical needs.
Key Responsibilities

  • Requirements Gathering & Documentation
    • Lead elicitation sessions with stakeholders to capture business needs, workflows, and constraints.
    • Translate functional requirements into detailed technical requirements.
    • Maintain a Requirements Traceability Matrix (RTM) to ensure alignment across solution options.
  • Solution Architecture Support
    • Collaborate with the Solution Architect to define two cloudbased solution options.
    • Provide business context for architectural deliverables including HighLevel Architecture Diagrams, Data Flow & Storage Diagrams, IAM Plans, and Disaster Recovery strategies.
    • Clarify how modernized applications will support workflows, roles, and service delivery objectives.
  • Business Process Analysis
    • Review currentstate CCFS processes and supporting applications.
    • Develop targetstate business process documentation for each proposed solution option.
    • Identify impacts on operations, training, and change management.
  • Compliance & Governance
    • Conduct assessments of data governance, regulatory requirements, and compliance obligations.
    • Document risks and mitigation strategies related to data security, retention, and auditability.
  • Facilitation & Communication
    • Schedule and facilitate project meetings, prepare agendas, and document decisions.
    • Produce businessfriendly documentation, presentations, and stakeholder materials.
    • Support knowledge transfer and project wrapup reporting.

Required Expertise

  • Proven experience as a Business Analyst in IT modernization or solution architecture projects.
  • Strong background in requirements gathering, documentation, and stakeholder facilitation.
  • Demonstrated ability to partner with Solution Architects and translate technical designs into business terms.
  • Experience with cloud solution analysis (Azure preferred), including cost modeling and optimization.
  • Knowledge of compliance frameworks, data governance, and security standards.
  • Excellent communication skills with ability to produce clear, accessible documentation.
