Summary

Role: Medicaid System Analyst

Location: Austin, TX (100% Onsite)

Duration: Long Term

Responsibilities:
  • Assists in development of project documentation based on HHSS/DIR requirements. Assists in the development of application on-line help. Conducts requirements gathering with non-technical Subject Matter Experts to understand business process needs and program requirements to create Use Cases, flow charts, acceptance criteria and other documentation needed for system enhancements. Analyzes new and existing business processes to determine how modifications and changes will impact the system. Will serve as a technical expert responsible for working with non-technical and technical stakeholders to ensure clear and effective communication is maintained throughout the Software Development Life Cycle. (30%)
  • Ensures that design complies with HHSS standards (5%)
  • Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc. Uses current software development methods/techniques and established development standards (which include testing standards) to ensure the quality and maintainability of applications. (25%)
  • Provide status reports on enhancement activities and resolution of issues impacting system. Notify immediate manager and technical lead of critical issues impacting the system's ability to deliver services as designed. Attends regular status meetings to update team members such as developers, business analysts, database administrators and project managers on progress of assigned work. Regularly updates assignments through the use of a ticketing system allowing for the sharing of information with project team members. Provides information to non-technical and technical staff via email, telephone and formal presentations covering such topics as system functionality, data collection processes and other technical issues as needed. Audiences for these communications would be both internal business groups and external entities to the agency including governmental organizations as well as contract service providers. (25%)
  • Facilitate information sharing to ensure knowledge transfer and the elimination of single points of failure for an information system. This will be done through one-on-one discussions, group sessions to review system documentation, preparation of documentation illustrating system architecture, workflows and dependencies for project deliverables. Update immediate supervisor, other management team members and system stakeholders as needed regarding recommended implementation strategies and solutions. (15%)

Skills and Qualifications:
  • 5+ years of experience with Medicaid Claims Processing.
  • 5+ years of experience analysing business objectives, identifying problems, and recommending alternative solutions.
  • 5+ years of experience reviewing, analysing, and evaluating user requirements, operational procedures, and business processes to improve and automate systems.
  • 5+ years of experience documenting detailed business requirements, user needs, program functions, and system enhancement specifications.
  • 5+ years of experience performing cost-benefit analysis and evaluating system alternatives.
  • 5+ years of experience analysing and documenting input/output requirements, data flows, reporting formats, and business process documentation.
  • 5+ years of experience using Azure DevOps for requirements management, project tracking, and wireframe generation.
  • 5+ years of experience applying strong analytical, problem-solving, and logical reasoning skills to complex business and technical challenges.
  • 5+ years of experience demonstrating excellent verbal and written communication skills with business and technical stakeholders.
  • 5+ years of experience utilizing strong interpersonal skills to collaborate with cross-functional teams, facilitate discussions, and drive project outcomes.
  • 5+ years of knowledge of IT industry trends, emerging technologies, and market directions, with the ability to align technology solutions with organizational goals.
  • 5+ years of knowledge of enterprise architecture concepts, application architecture, infrastructure, and information management principles.
  • 5+ years of experience researching, evaluating, and adopting emerging technologies and industry best practices.
  • 5+ years of experience implementing data integrity, security controls, technology standards, and governance practices.
  • 5+ years of experience delivering solutions using Agile and Scrum methodologies.
  • 2+ years of experience working with Texas DIR Project Delivery Framework (PDF) methodologies and documentation templates.
  • 2+ years of familiarity with enterprise information architecture and information management methodologies.
  • 2+ years of familiarity with software architecture, infrastructure components, and enterprise technology roadmaps.
